The Senate of the States General is seeking a confidential advisor on inappropriate behavior as defined in the Senate of the States General Code of Conduct on Inappropriate Behavior (Code of Conduct). As a confidential advisor, you will serve as the point of contact regarding the Senate’s Code of Conduct on Unwanted Behavior for a term of four years. Pursuant to Article 7 of the Code of Conduct, your responsibilities will include, among other things, receiving reports from individuals who have experienced unwanted behavior, providing them with guidance and advice, and, if necessary, referring them to a professional support service. Where possible, you will play a mediating role to facilitate open discussion of inappropriate behavior among those involved and to reach a satisfactory resolution. You have a thorough knowledge of the Senate’s Code of Conduct on Unwanted Behavior, possess excellent communication and listening skills, and conduct yourself with empathy and authority. You report annually to the Board of the President and Vice Presidents on your activities.

In addition to your salary, you will receive an Individual Choice Budget (ICB). The ICB consists of money (16.5% of your gross annual salary) and time. · Has demonstrable and extensive knowledge of and experience with issues related to inappropriate behavior in a political and administrative setting;
· Has a good understanding of the Senate’s Code of Conduct on Unwanted Behavior;
· Preferably has experience in both the public and private sectors;
· Is empathetic, authoritative, and a strong communicator;
· Is easy to reach and responds quickly, and is immediately available when needed;
· Has knowledge of current developments in thinking about the issue of inappropriate behavior.
With its 75 part-time senators, the Senate is a unique institution where legislative proposals are scrutinized down to their very core: Are they legally sound, are they feasible, and will they hold up in practice? The senators examine these proposals through both a political and a critical lens—and that requires service-oriented, meticulous, and impartial support. The Senate Secretariat, with some 80 staff members—from messengers to clerks—ensures this. Working at the heart of our parliamentary democracy, then, work that matters.
· The ombudsman may not be a member of the States General, an employee, an integrity ombudsman of the Senate, or a member of the complaints committee.
· The confidential advisor on inappropriate behavior must be of impeccable character, neutral and objective in his or her judgment, and must not perform any other duties outside the Senate during the term of appointment that could compromise his or her independence.
· The Senate’s external confidential advisor on inappropriate behavior may only assume a confidential position elsewhere in consultation with the Board of the President and Vice Presidents. Confidential positions—for example, in the central government or with a political party—may give rise to (the appearance of) a conflict of interest and may therefore be deemed incompatible.
· The Senate’s external confidential advisor on inappropriate behavior is screened in advance and is bound by the required confidentiality.
· This is a paid position, and the Senate appoints the holder to this position for a term of four years, with the possibility of one reappointment for the same period. In addition, you will receive reimbursement for any travel expenses.
· The Senate will provide the necessary facilities, such as a meeting room or printing services. You will otherwise work independently, without substantive support from the Senate’s Secretariat.
· For the time being, the assumption is 0 to a maximum of 12 hours per month. Since the Code of Conduct is new, practical experience will have to determine the average number of hours involved. No guarantees can be derived from this.
