Are you an experienced payroll administrator who can effortlessly translate complex payroll issues into accurate and efficient processing? Do you have extensive experience with AFAS, Excel, and complex employment benefit plans? Then we’re looking for you. At the Amsterdam-Amstelland Safety Region (VrAA), you’ll work in a dynamic organization where no two days are the same. From firefighting and crisis management to GHOR and operational management: behind every mission is a professional organization in which payroll administration plays a crucial role.

What will you be doing?

As a Senior Payroll Administrator, you are responsible for ensuring accurate, timely, and high-quality payroll processing for employees and volunteers within the Safety Region. You are not only a specialist in payroll administration but also a key advisor to management, supervisors, and colleagues. Drawing on your expertise, you contribute to a reliable, future-proof, and compliant payroll system.

Your responsibilities will include:

  • Independently performing and completing payroll runs;
  • Processing, verifying, and analyzing complex changes related to new hires, transfers, and departures;
  • Verifying payroll processing, payroll taxes, pension records, and payments to third parties;
  • Performing complex calculations and projections, for example, in the context of organizational changes, retroactive effect, and special employment terms and conditions;
  • Advising management, supervisors, and HR colleagues on employment terms, salary trends, laws and regulations, and complex payroll issues;
  • Identifying, interpreting, and implementing changes to collective bargaining agreements and laws and regulations;
  • Serving as a point of contact for colleagues in payroll administration when complex issues arise;
  • Maintaining contact with external parties such as pension administrators, the Tax Authority, and accountants;
  • Providing support for audits, financial audits, and compliance issues;
  • Managing special administrative records such as FLO beneficiaries, WIA/WGA cases, and wage garnishments;
  • Initiating improvements in processes, systems, and work methods;
  • Contributing to projects related to process optimization, digitization, and the further development of AFAS.

In addition, you will play an important role in further professionalizing payroll administration. You will look beyond day-to-day processing and actively contribute ideas regarding developments that impact the organization, payroll administration, and process design.

You'll recognize yourself in this

We are looking for an experienced professional who thrives on complex challenges and is eager to take a leading role in payroll administration.

You will also have access to:

  • A bachelor's degree in Payroll Services or a bachelor's degree supplemented with VPS;
  • Extensive experience as a payroll administrator;
  • Demonstrable experience with complex payroll administration and employment benefit plans;
  • Up-to-date and comprehensive knowledge of social, tax, and labor laws and regulations;
  • Excellent knowledge of Excel and HR/payroll systems;
  • Extensive experience with AFAS Profit and InSite;
  • Experience with process optimization, audits, and compliance issues;
  • Experience advising management and HR on salary-related topics.

Do you also have knowledge of the Collective Bargaining Agreement for Safety Regions and experience working within a political-administrative organization? If so, that’s a major plus.

At the Amsterdam-Amstelland Safety Region, you can work with a great team where you’ll have opportunities to grow in your role.

  • Salary in pay scale 10, ranging from €3,843 to €5,748 per month, based on a 36-hour workweek
  • A job for 32–36 hours a week
  • An individual choice budget (IKB) of 18.63% of the gross annual salary
  • This includes the year-end bonus and vacation pay
  • 176 hours of leave based on a 36-hour workweek, including 33 hours of overtime, and
  • May 1 and 5 are regular holidays!
  • Travel allowance of 0.25 ct per km, up to a maximum of 300 km one way
  • A one-year appointment, with the possibility of a permanent position
  • An attractive cycling plan to implement after your first appointment.
  • A generous pension plan through ABP, 70% of which is paid by us
  • The option to work remotely with a work-from-home allowance of €3 per day

Unfortunately, there is no free parking available at the Willem and Nico offices. We therefore recommend using public transportation or a bicycle to avoid expensive parking fees.

The team

Working at VrAA means working for an organization that plays a vital role in society and is on call 24/7 to ensure the safety of the residents of Amsterdam-Amstelland. Not everyone wears a firefighter’s uniform; professionals in operations also make an important daily contribution to the organization’s functioning.

The Human Resources & Organization department plays a central role in this. As part of the Personnel and Payroll Administration and Functional Management team, you will work closely with colleagues from HR, Finance, and Functional Management to ensure a reliable, efficient, and future-proof payroll system.
