What will you be doing?

The challenges in the physical sector are immense. That is why we are expanding and looking for two business controllers:

  • Business Controller for Public Spaces and Real Estate – you will support and advise the departments within the Public Spaces cluster, the Real Estate Management department, and the Radical Greening program.
  • Business Controller for Spatial Planning – you will support and advise multiple departments and teams within the Strategy, Policy, and Coordination cluster, including Urban Planning and Landscape, Mobility, Spatial Legal Affairs, Housing, Environment, and Heritage.

As a business controller, you will provide (proactive) advice to various stakeholders at the executive and management levels. You will work closely with a team of financial controllers and fellow business controllers. In your role as a business controller, you serve as the point of contact and a sounding board for colleagues. You provide advice on risks, opportunities, and threats, as well as on how to manage them. Additionally, you ensure that activities within the accounts are efficient and lawful. You ensure that management proposals meet the requirements of efficiency and lawfulness.

You will also be involved in providing advice and support regarding the acquisition and accountability of grants from other government agencies, for example. You will make a significant contribution to the planning and control cycle. Developments in this field are happening at a rapid pace. You will therefore be actively committed to the further development of the field and the team.

The Finance & Control department, with approximately 60 colleagues (business controllers, financial controllers, and risk managers), is undergoing significant growth. We work closely with De Connectie, an implementing organization that provides services to three municipalities in areas such as financial administration, human resources and payroll administration, and IT. What do we offer you?

With the City of Arnhem, you can count on:

  • A competitive gross monthly salary in pay grade 11, ranging from a minimum of €4,020 to a maximum of €5,725, based on a 36-hour workweek;
  • A 12-month employment contract with the intention of a permanent position;
  • 144 statutory vacation hours and 50.4 additional vacation hours per calendar year, based on a 36-hour workweek;
  • 17.05% discretionary financial budget (up to €976 per month) that is available to you. You can have this budget paid out or use it for various purposes;

Who are we looking for?

You have a strong grasp of the political and administrative landscape of the municipality of Arnhem and can effectively understand the perspectives of managers and budget holders. You recognize political and administrative sensitivities, risks, interests, and opportunities, and know how to act accordingly. You provide clear and concise advice. You are persuasive and results-oriented: you take concrete and targeted actions to achieve objectives and strive to win others over to an idea or position. When dealing with issues, you know how to identify the core and the connections and come up with (new) solutions, ideas, and perspectives. You build rapport with your clients and colleagues and strive for a pleasant working relationship.

You should also bring:

  • College or university level of work and thinking;
  • Preferably a relevant degree, such as in accounting, finance and control, business economics, commercial economics, or business administration;
  • Number of years of work experience as a business controller;
  • Preferably, knowledge of the BBV and other relevant laws and regulations.
