Senior Civil Affairs Officer (32–36 hours) specializing in civil registration and naturalization

What you will be doing

As a Senior Civil Affairs Officer, you will combine providing services to residents with substantive responsibility for specialized cases. You will assist residents at the service counter with applications for travel documents, driver’s licenses, certificates of good conduct, and change-of-address notifications. In addition, you will handle incoming (digital) mail and process updates to the Personal Records Database (BRP).

You will focus on a key area: civil registration and naturalization. You will be responsible for the entire civil registration process—from intake and file creation to careful and legally sound processing. You will independently handle applications for option and naturalization, verify their compliance with laws and regulations, and carefully guide residents through their application for Dutch citizenship. This is an independent role with clear substantive responsibilities and a significant social impact.

What we offer you

  • A one-year employment contract. If we’re both happy with it, you’ll be offered a permanent position afterward.
  • A salary of up to €4,499 gross per month for a 36-hour workweek (pay grade 8). The starting pay grade for this position is 7. Your salary will depend on your education and experience.
  • A flexible spending allowance of 17.05% on top of your salary. You can use this however you like: for example, to buy a bicycle, take extra time off, or have it paid out whenever it suits you.
  • Individual training opportunities and a learning hub with a wide range of options.
  • At Oss, we practice tOss. This stands for Home, Meeting, Collaboration, and Silence. This means you work wherever you can do your best work. You’ll receive a laptop and an iPhone. If you work from home, you’ll receive €3.25 per day as compensation for hybrid work.
  • Pension accrual with the General Civil Service Pension Fund (ABP).
  • 20 statutory vacation days and 8 additional vacation days per calendar year based on full-time employment.
  • Support in setting up a safe and comfortable home office.
  • Do you commute to work sustainably by public transportation? If so, you’ll be fully reimbursed (2nd class). Do you commute by bike, electric scooter, on foot, or by carpool? If so, you’ll receive a net reimbursement of €0.23 per km, up to a maximum of €750 per year. If your costs exceed this amount or you use a different mode of transportation, you can exchange it for a tax-friendly benefit through the IKB.
  • A town hall located a 5-minute walk from the station.
  • Partially paid parental leave and the option to save up hours for extended leave.

Here's what you need

  • You have extensive experience in the Civil Affairs department of a municipality and possess up-to-date professional knowledge of civil registration and naturalization.
  • Your education complements your experience.
  • Relevant and up-to-date training in the field of civil registration.
  • You have experience with Key2Burgerzaken and/or the Portal, or you are able to quickly learn how to use these systems.
  • You speak Dutch and English.
  • You have excellent digital skills.
  • You are flexible and don't mind working on a rotating schedule.
  • You are available on a rotating schedule for Thursday evening hours until 8:00 PM.

  • You keep your professional knowledge up to date and independently apply new laws and regulations in your work.
  • You have a solution-oriented approach.
