The position
In the role of Strategic Planner, you will work across all departments and be responsible for developing the annual forecast and translating this forecast into capacity planning. You will do this in coordination with all relevant parties. You will be responsible for developing the annual plan and translating this plan into monthly plans. In addition, you will ensure that, based on a six-dimensional framework—people, capacity, equipment, materials, time, and location—the annual and monthly plans are implemented and communicated to the organization and management.
The starting point for developing the annual and monthly plans is the knowledge regarding the production to be achieved, historical data as recorded in the systems, and information/forecasts generated by the business analyst. The starting point and basis for thinking about and creating the schedule is the principle of sharing and utilizing information: learning from the past, knowing what lies ahead (which events are taking place this year and where and when they are), and securing this knowledge and these resources in a system that enables everyone to contribute their ideas and participate. In doing so, you also take into account all other partners in the chain who are active in the public spaces of our city.
The Organization is undergoing significant changes. Processes, tasks, responsibilities, and authorities within the operational triangle—which includes the Fleet, Collection, and Assets departments—are being developed and implemented. This requires extensive internal communication, consultation, coordination, and flexibility from the Planning team. The Waste & Raw Materials Department is undergoing significant changes. These developments have a direct impact on planning and require extra effort, focus, and energy from the team. You will work on this together with a colleague who is a Strategic/Tactical Planner.
Here's what you do on an average day
- Developing, optimizing, and managing the central planning system;
- Identifying internal and external developments;
- Analyzing research data and advising management on the findings;
- Prepare reports and evaluations regarding the planning tool;
- Testing and overseeing the implementation of development and change initiatives within the planning process, acting as project lead when necessary;
- Focusing on uniformity and consistency in the planning methodology.

The Waste & Raw Materials Department is part of the City Management cluster and is responsible for collecting household waste and similar commercial waste and ensuring it is processed to the highest possible standard. Preventing waste (including residual waste) is our primary objective. We have four departments with a total of about 650 employees. The Collection Department is the largest, with 350 drivers. In addition, there are the Planning & Coordination, Collection Facilities Assets, and Strategy & Projects departments. The Planning & Coordination department plays a central role in developing, implementing, and managing the central frameworks within the Waste & Raw Materials Division for data recording, information generation, and operational control.
What you bring
For this Strategic Planner position, you must have:
- Demonstrable higher vocational education (HBO) level of work and thinking;
- At least 5 years of experience in capacity planning and forecasting;
- At least 5 years of experience in developing annual and monthly schedules within an organization of comparable size and with a similar range of tasks and responsibilities (preferably experience with scheduling based on qualifications and vehicles, with an affinity for route planning)
- At least 7 years of experience with current systems (OWS) and planning methodologies.
You should have the following skills:

What we offer you
As a Strategic Planner, you will join our team for a minimum of 32 and a maximum of 36 hours per week, and you can expect the following terms of employment.
- A gross monthly salary ranging from €4,465 to €6,343 (pay grade 11) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred.

- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan through ABP, the pension fund for the public sector and education. We pay 70% of your pension contribution.
- A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
- For days you work from home, you will receive a work-from-home allowance of €3.25 net per workday that you work from home.
- A monthly contribution toward health insurance.
