The position
Assignments for the AcVZ are issued by the Amsterdam Municipal Executive and by the Safety and Care Steering Group, in which all network partners are represented at the administrative level.
As the manager of the Crime Prevention initiative, you are responsible for achieving the goals of your initiative team. The topics of Detention and Reintegration (D&T) and Forensic Youth and Young Adults (FJJ) fall under this initiative, as do the themes of Online Street Culture and Digital Crime. The team includes experts in these areas who not only carry out activities for our target groups but also share their knowledge with a wide range of professionals from AcVZ partner organizations—such as municipalities and city districts, the police, youth services, and the prison system. In this way, we strengthen the city and region, including through expertise on forensic target groups and effective crime prevention strategies.
As the manager of this initiative, you will also play an active, substantive role within the broader context. You will advocate for the AcVZ and draw the attention of our partners to the needs of forensic client groups. In doing so, you will use your substantive knowledge to act persuasively and strategically.
The project team carries out a wide range of activities, such as promoting innovative interventions for youth and young adults in the forensic system or inmates returning to society, and implementing initiatives that benefit these groups. In addition, they share our expertise on online street culture and cybercrime with professionals who work with young people. The team is supported by a secretary. The team will also include a coordinating advisor (currently being recruited) who will serve as your primary point of contact and coordinate the day-to-day operational activities.
As a manager, you will be the direct supervisor of 12 employees and responsible for the project’s finances. You will empower your employees and demonstrate a coaching and collaborative leadership style, focusing on both the process and the content. You will provide direction to the team and drive the project toward its goals. You monitor progress and ensure that employees clearly understand what is expected of them. You address any issues that arise in the Management Team.
The manager of the Crime Prevention initiative is a member of the AcVZ management team. In this role, you will provide direction to the organization through the multi-year plan, the management team’s strategic pillars, and decisions regarding organizational structure and working arrangements. Together with your colleagues on the management team, you will be responsible for the AcVZ’s operations. At the AcVZ, we work across program boundaries. This means that we expect managers and employees to look beyond their own work, actively build connections with other program teams, and feel jointly responsible for the AcVZ’s mission as a whole. As an MT member, you will therefore be responsible for a number of AcVZ-wide initiatives.
Here's what you do on an average day
- You will lead the project team and foster an open and positive work environment. You will be approachable to team members, help them chart their course, and encourage them to find solutions on their own. You will clearly communicate expectations and provide support where needed to promote their development and results.
- You will focus on the strategic goals of your initiative. You will do this based on the AcVZ’s multi-year plan and the team’s annual plan, stakeholder analyses, and strategic discussions with partners. You will hold regular meetings on these matters with the head and deputy head of the AcVZ, as well as with the managers of the other initiatives.
- Together with the coordinating advisor on your team, you’ll discuss the progress of the team’s substantive work, any opportunities and risks, and potential innovations, and you’ll set the direction for the project. You’re not just a people manager: you’ll use your own substantive expertise to guide the experts on the team.
- You actively build and maintain relationships with municipal departments and other partners to firmly establish your areas of focus. You engage in targeted discussions, seek out opportunities for collaboration, and take action to build support. In doing so, you use your subject matter expertise to act persuasively and strategically.
- You conduct performance reviews with your employees (at the City of Amsterdam, these are called MAG reviews) and recognize each person’s potential. You establish (in consultation with the management team) the conditions necessary for your team to work successfully.
- You are responsible for the finances of your project and actively work to ensure that the budget is accurate. You will liaise with the AcVZ’s financial advisor and operations manager on these matters. You report to the head of the AcVZ.
- You will be an active member of the AcVZ Management Team and will participate in weekly management meetings and retreats. You will maintain an overview of all AcVZ operations, collaborate with your fellow managers, and ensure coordination across various tasks.
- You maintain close collaboration with partners and stakeholders. You actively build your network, both within your own organization and among the partners involved in the project. You motivate and inspire partners to achieve our shared goals.
- You regularly sit at the boardroom table, where you can contribute to discussions at the appropriate level and represent the AcVZ. You switch seamlessly between operational, tactical, and strategic levels, and are able to communicate effectively with both frontline staff and executive leadership.

The Amsterdam-Amstelland Safety and Care Action Center is dedicated to addressing complex issues at the intersection of safety, care, and well-being. We do this when individuals commit or threaten to commit crimes or cause disturbances, and when, in addition to enforcement, care, employment, housing, and education are needed to prevent or break this cycle. As a network of formal and informal partners, we work on the basis of equality, recognizing that no single partner can do this alone. Each partner contributes based on their own expertise and core mission. Under our agreement, we are authorized to share relevant information with one another.
We also serve as the region’s center for care and safety. On behalf of our partners, we coordinate efforts related to individuals, key issues, and collaboration within our network. We bridge the gap between policy and practice. We do this through comprehensive, person-centered approaches, with the goals of setting clear boundaries while also offering hope for a better future. In addition, we develop policies, interventions, and services based on administrative priorities. We also focus on emerging societal issues that require a network-based solution.
We are a regional partnership comprising dozens of organizations, ranging from the police to youth protection services, from probation services to mental health care providers and public health authorities. Decision-making takes place within the Safety and Care Steering Group, in which all partners are represented and which is chaired by the mayor of Amsterdam. We employ over 140 people from various organizations: the City of Amsterdam, the Amstelland municipalities, the police, the Public Prosecution Service, JBRA, etc. The majority of staff are employed by the Public Order and Safety Department of the City of Amsterdam; others are seconded from one of the partner organizations. The AcVZ is attached to the Public Order and Safety (OOV) Department of the City of Amsterdam.
What you bring
For this position as Crime Prevention Manager, you must have:
- A completed university degree.
- At least three years of experience as a line manager (i.e., with responsibility for operational management, human resources, and budgeting), preferably in the public or quasi-public sector or at a nonprofit organization.
- At least five years of experience in strategic consulting within a political and administrative context in the fields of public safety and/or (forensic) youth care.
- Demonstrable knowledge of the fields of juvenile and young adult forensic services, juvenile forensic services, or detention and reintegration, with sufficient depth to provide substantive guidance to a team of subject matter experts.
You should have the following skills:

What we offer you
As a Crime Prevention Manager, you will join our team for a minimum of 32 and a maximum of 36 hours per week, and you can expect the following terms of employment:
- A gross monthly salary between €6,232 and €8,474 (pay grade 14) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A one-year fixed-term employment contract, with the possibility of a permanent contract, if you currently do not have an employment contract with the City of Amsterdam or have only a temporary one.
- If you already have a permanent employment contract with the City of Amsterdam, you will be assigned to a temporary position through a temporary assignment agreement.
- Professional development and training opportunities. The City of Amsterdam’s training center, the Amsterdamse School, offers a variety of training programs, professional development tracks, and on-the-job coaching, allowing you to continue challenging yourself.
- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan through ABP, the pension fund for the public sector and education. We pay 70% of your pension contribution.
- A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.23 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
- For days you work from home, you will receive a work-from-home allowance of €3.25 net per workday that you work from home.
- A monthly contribution toward health insurance.
- Hybrid work: In this role, you can work partly from home and partly in the office. We provide the necessary equipment to help you set up a safe and healthy workspace at home.
- A cell phone and a laptop.
