The position
As a Youth Advisor for homeless and street youth, you will support young people aged 16 to 27 who are facing challenges related to employment, education, income, healthcare, and housing. You will implement individualized support plans within the framework of the Participation Act, RMC legislation, and, where applicable, the Integration Act.
You will manage your own caseload of approximately 50 to 55 young people. You will conduct screenings and intake interviews, develop support plans, and monitor the progress of these programs. When education or employment is not (yet) feasible, you will determine what form of participation to implement.
You provide support in the areas of debt counseling, healthcare, and housing, drawing on internal resources and external partners in the service network.
You will work with these parties to implement and document the agreed-upon support. In this role, you will perform tasks required by laws and regulations. This means that processes are established and adjusted based on legal obligations. Documentation and record-keeping are an integral part of the job, ensuring that files are complete and transferable.
The team is expanding due to growth, staff turnover, and project-based assignments. You will work at the city’s Youth Center for homeless youth, where services focus on implementation, continuity, and achieving agreed-upon results.
Here's what you do on an average day
- Screening and intake interviews with homeless youth, focused on intake, identifying the target group, and starting the program.
- Comprehensive support plans that outline agreements regarding employment, education, income, healthcare, and housing.
- Managing projects by monitoring progress, adjusting agreements, and coordinating support.
- Utilization of internal resources and external partners in the service chain, such as debt counseling services, healthcare organizations, educational institutions, and job coaches.
- Carrying out statutory duties under the Participation Act, RMC legislation, and the Integration Act, including rights and obligations.
- Recording and documenting meetings, decisions, and progress in the systems, with a focus on creating complete and transferable files.

The Youth Employment and Education Department (WOJ), also known as the Youth Center, supports young people in Amsterdam aged 16 to 27 in finding and keeping jobs, pursuing education, and improving their financial security. The department consists of Youth Centers in the city districts, the Education and Employment Team, and the city-wide Youth Center for homeless youth.
You will be working at the Youth Center for homeless youth, a team that focuses on young people facing complex challenges in multiple areas of life, including housing, income, healthcare, and social participation. The work is hands-on and carried out within legal frameworks. The team collaborates closely with internal departments and external partners such as healthcare organizations, debt counseling services, and educational institutions.
The team consists of youth counselors with varying levels of experience and is based at a permanent office located at 323 Jan van Galenstraat in Amsterdam; they also conduct activities at external locations throughout the city where young people live or receive support.
What you bring
For this position as Youth Advisor for Homeless Youth, you must have:
- At least a completed associate's degree.
- At least 2 years of verifiable work experience in supporting young people with multiple challenges (e.g., related to housing, debt, healthcare, or education). Please include this information in your cover letter or resume.
- At least 2 years of experience collaborating with partners in the social sector, such as healthcare organizations, debt counseling services, educational institutions, or municipal services in Amsterdam. Please demonstrate this in your cover letter or resume.
You should have the following skills:

What we offer you
As a Youth Advisor for homeless youth, you will join our team for a minimum of 28 and a maximum of 36 hours per week, and you can expect the following terms of employment.
- A gross monthly salary ranging from €3,524 to €5,033 (pay scale 9) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A fixed-term employment contract for a period of 12 months, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary contract.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be assigned to another organization under a temporary assignment agreement.
- Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan through ABP, the pension fund for the public sector and education. We pay 70% of your pension contribution.
- A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
- For days you work from home, you will receive a work-from-home allowance of €3.25 net per workday that you work from home.
- A monthly contribution toward health insurance.
