The position

As a Road Closure Advisor in the Waste and Raw Materials (A&G) Department, you play a vital role in ensuring optimal route planning and efficient waste collection by providing advice on current and upcoming road closures in the capital. Using the MELVIM program and the information it contains, the Waste and Raw Materials Department must assess the impact on collection operations and advise on route planning, route management, and overall management. To this end, it is important to maintain close contact with the Traffic Management and City Coordination units of the Traffic & Public Space (V&OR) Department and to coordinate closely in order to optimize the advice provided to A&G.

Overall, it is important to better anticipate upcoming road closures that affect collection routes. There are three levels when working in public spaces: Immediate/Operational (1 day to 1 week), Tactical (1 week to 1 year), and Strategic (not yet plannable). This pertains to major transformation and development areas, such as urban expansion and infill development. Better coordination and communication are required, particularly at the second level, but also at the third level.

As a Road Closure Advisor, you will actively contribute to gathering information by collecting and carefully analyzing it, and by assessing the impact of construction work on waste collection. You will do this by, among other things, participating in various meetings and developing management measures to ensure that basic services can continue to be provided, including an assessment of the associated financial impact. In addition, you will prepare an advisory report for the Waste & Raw Materials Department. You will present your advisory report, analyses, and control measures, ensuring clear and effective lines of communication both within the various units of the Waste & Raw Materials Department and with other relevant municipal departments.

In the capital, there are approximately 8,000 urban projects each year, 20% of which last longer than three days. Since October, V&OR has been populating a digital system called MELVIN. It is a national registry of roadwork. V&OR recently began entering all roadwork projects for which a permit has been granted into that system. For now, MELVIN appears to be a good source of information that can provide us at A&G with what we need. In setting up this process as a Road Closure Advisor, it is important to further strengthen the ties between the Operations Office and the team leaders of Waste Collection, as well as other relevant municipal departments. This will enable effective collaboration, allowing Waste Collection to operate with routes and schedules adjusted for public works.

Here's what you do on an average day

  • General overview of the MELVIN application: what tasks are coming up and what does that mean for the Waste & Raw Materials Department.
  • Maintain communication within and through various forums regarding upcoming work in public spaces and its impact on waste collection, as well as how to address this through appropriate adjustments to collection routes; the latter in collaboration with Planning and Route Management at A&G.
  • You will represent A&G at tactical meetings regarding urban road closures.
  • You gather information from various departments and translate it into targeted recommendations for A&G. At the same time, you share information from A&G’s long-term plans during these meetings so that other departments are aware of our plans. In this way, you contribute to an efficient workflow across multiple departments.
  • You gather information from various departments and sources and use it to conduct an impact analysis, in which you develop control measures and outline the potential financial consequences;
  • You will report directly to your Planning Office Team Manager and the Head of the Planning Office.
  • You provide proactive and reactive advice and input to ensure that routes and schedules for Collection are adjusted as needed.

The Waste & Raw Materials Department is working toward a clean city free of litter. Collecting waste and ensuring it is processed properly are our core tasks. Our mission is to significantly improve our services and operations so that more waste is recycled and reused, the collection process contributes to clean streets, and all of this is achieved at an affordable price. The department consists of four divisions: Strategy & Projects, Collection—the largest division—Assets, and the Operations Office, of which this position as Road Closure Advisor is a part.

What you bring

For this position as Road Closure Advisor, you must have:

  • Completed a bachelor's degree.
  • At least 5 years of experience in a consulting position or a similar role.
  • At least 3 years of experience writing policy papers.
  • Preferably, knowledge of an executive management team and its working methods.

You should have the following skills:

What we offer you

As a Road Closure Advisor, you will join our team for a minimum of 32 and a maximum of 36 hours per week, and you can expect the following terms of employment.

  • A gross monthly salary ranging from €4,465 to €6,343 (pay grade 11) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
  • A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one.
  • If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred.
  • Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
  • An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
  • A pension plan through ABP, the pension fund for the public sector and education. We pay 70% of your pension contribution.
  • A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
  • For days you work from home, you will receive a work-from-home allowance of €3.25 net per workday that you work from home.
  • A monthly contribution toward health insurance.
