Culture in Schools Tilburg (CiST) has been dedicated to strengthening cultural education within the Tilburg school system for 15 years. Since April 1, 2024, CiST has been integrated with the Education Department of Factorium Cultuurmakers in order to make an even greater impact. CiST believes that participation in the arts and culture is a fundamental right for every person. Our mission is to realize that fundamental right for everyone. CiST’s primary target groups are children and young people, as well as the professionals in their environment. Cultural activities during and after the school day are much more than a pleasant break from learning; they are crucial for students to develop key skills for the future.
To make these dreams a reality, we are currently looking for a
Bridge Builder for Culture and Education, specializing in “Consulting”
0.6 FTE.
Bridge Builder is a general role with various specializations and areas of work. The general points apply to all specializations. A Bridge Builder may have multiple specializations and areas of work.
A. General Description of the Position
A.1 Role within the organization
- Receives direction from the responsible Team Leader or the relevant Department Head.
- Is a member of the team led by the Team Leader or the relevant Department Head.
- Serves as the line manager for employees involved in the activities for which he/she is responsible.
A.2 Job Requirements
- College-level work and thinking skills.
- Has a background in the arts and culture and/or in the relevant field.
- Strong communication skills, both verbal and written.
- Knowledge of arts and cultural education in elementary and secondary schools and/or active participation in the arts during leisure time.
- Is a team player.
A.3 Competencies
Environmental awareness
Is well-informed about social and professional developments; is aware of their own place within the cultural ecosystem and has knowledge of the rest of the cultural ecosystem.

B. General description of duties and responsibilities
B.1 Responsibilities
- Actively monitors developments in cultural education at the national, provincial, and municipal levels.
- Maintains a network of relevant partners in the region, city, or neighborhood.
- Responsible for developing, implementing, and evaluating plans.
- Together with the Operations Department, is responsible for setting up the accounting system, monitoring, and reporting on plans and resources.
- Ensures coordination and alignment with the rest of the team and other teams and departments within the organization.
- Participates in group meetings and team-based training and consultation sessions.
B.2 Responsibilities
- In consultation with the Marketing and Communications department, is responsible for promoting the department’s activities and, where applicable, recruiting participants.
- Is responsible for the quality, budget, and results of their own activities.
- As a Bridge Builder, you may, within your own budget and the established guidelines, and in consultation with the relevant Team Leader or Department Head, award contracts to third parties, approve quotes, and purchase necessary supplies.
- Is responsible for tracking employees' hours spent on internal activities.

C. Specializations within the Bridge Builder role
C.1 Consultant
Additional description
- Holds a master’s degree from a university of applied sciences, a university degree, or an equivalent qualification
- Reports to the Head of Education.
- Has a solid foundation in the arts, teaching, pedagogy, and educational theory.
- Has knowledge and experience in the field of cultural education and education policy.
- Has a large network, or is capable of building one.
- Is persuasive; can advise school boards and policy staff on policy decisions.
Additional duties and responsibilities
- Conducts consultation meetings with school boards and ICC members.
- Oversees the development of new programs, projects, and curriculum pathways.
- Monitors national, regional, and local developments, new policies, and new grant programs.
- Can (assist with) drafting, implementing, and reporting on new grant applications.
- Provides business and artistic advice to partners and other service providers.
- Monitors the quality of arts education at the schools for which he/she/they are the account manager.
- Coaches professionals in their work.
- Acts as a scout: identifies questions and needs, seeks out new initiatives and providers, attends events, and scouts new venues and locations.
C.2 Organizer
Additional description
- Reports to the Head of Education, unless serving as a Culture Coach.
- If the title is “Culture Coach”: reports to the Culture Coach Team Leader
- Has knowledge and experience in organizing cultural activities.
- Is creative and innovative.
- Is socially engaged; is able to address social issues through cultural means.
- Has sufficient business acumen to handle budgetary responsibilities.
Additional duties and responsibilities
- Plans, organizes, and coordinates activities in the neighborhood, working with local partners whenever possible.
- Organizes gatherings, meetings, and knowledge-sharing sessions between different parties and sectors, or within the field of cultural education.
- Works with partners and/or other providers to develop new products and services and improve existing offerings.
- Use art and culture to reflect on social issues.
- Is responsible for providing all necessary information to the project administrator.
C.3 Connector
Additional description
- Reports to the Head of Education, unless serving as a Culture Coach.
- If the title is “Culture Coach”: reports to the Culture Coach Team Leader.
- Is empathetic and interested in others and their work or organization.
- In addition to knowledge of art and culture, the candidate has a broad range of interests and, preferably, knowledge and experience in other fields.
- Is committed and can use art and culture to help solve social problems.
- Has a large network or is capable of building one.
Additional duties and responsibilities
- Fosters collaboration between the cultural sector and other fields.
- Maps out the available options in the region, city, or neighborhood.
- Highlights offerings from partners and other providers that align with the vision and needs of the client.
- Encourages partnerships between healthcare, social services, sports, education, and cultural organizations.
- Seeks ways to connect cultural education during and outside of school hours.
- Ensures that all residents have equal opportunities to participate in cultural activities.
- Facilitates and attends networking events.
D. Areas of Expertise of the Bridge Builder
The role of bridge builder always involves one or more areas of responsibility.
Culture
The sector comprising cultural providers, venues, and associations that offer programs to participants, whether or not in an organized setting. Public and private funds that promote cultural participation through programs and initiatives. Art education institutions, cultural education institutions, and private providers of courses and training programs that promote the provision of (extracurricular) cultural education. And all parties involved in fostering the artistic development of amateur artists and in talent development.
Education
The fields of early childhood education, elementary education, secondary education, and vocational education constitute a major area of activity for providers of cultural and artistic (educational) activities. Programs run by national and local governments and foundations that promote these activities and help integrate them into the curriculum and into after-school and extracurricular programs.
Health & Wellbeing
The healthcare and social services sector. Thanks to evolving insights, knowledge, and research on the value and role of artistic practice in relation to health, municipalities and healthcare providers are increasingly making room for arts and cultural activities for vulnerable groups. Art can play an important role in addressing social issues. For example, art can be used in the fight against loneliness and to promote social cohesion and integration. This field includes welfare organizations involved in youth work, neighborhood teams, and/or activities for the elderly, as well as various social partners.
Sports
Sports and culture share many similarities, and both strengthen local communities. They contribute to personal development and social cohesion. Just as in the cultural sector, umbrella organizations (sports federations), community groups, and local and provincial sports organizations are key players in identifying and fostering meaningful connections.
