Policy Advisor on Employment Conditions

What will you be doing? 

As a Policy Advisor for Employment Conditions, you will work on complex issues related to employment conditions and legal status within our organization. Drawing on your background in labor law, you will translate laws, regulations, and existing policies into clear and actionable guidelines.

You will address issues arising from regulations such as CAR-UWO, NRGA-VrAA, and ARBAA, and translate them into policies that align with our organization. You will draft clear advisory memos for the management team and briefing notes for the works council. You will regularly present your recommendations to the management team and answer questions about policy proposals.

Within our organization, there are various issues related to employment conditions, such as the policy on self-employed contractors, on-call duty policy, rank policy, integrity, FLO, the PTSD policy, secondary employment, and compensation. In addition, new issues may arise that require the development of new policies.

In this role, your responsibilities will include:

• Developing and advising on employment policy and labor law issues.
• Drafting advisory memos for the management team and policy documents for the works council.
• Explaining policy proposals during meetings and answering substantive questions.
• Collecting, updating, and managing information about employment terms and legal status.
• Managing information on the intranet and writing news articles on topics related to employment conditions.
• Recording agreements made and maintaining documentation.
• Drafting and updating the employee handbook.
• Reviewing documents for compliance with laws and regulations and identifying relevant developments.
• Translating changes in laws and regulations into policy proposals or input.
• Making (partial) contributions to the development or revision of policy on a specific topic.

Who are you?  

You are comfortable navigating an administrative organization and have a good understanding of administrative dynamics and organizational sensitivities. You will report to a coordinator or team leader and work closely with policy advisors, HR advisors, and colleagues in the Management & Communications department.

You are detail-oriented, have strong communication skills, and enjoy bringing structure to tasks. You write in clear and understandable language. You interact easily with various colleagues and know how to handle confidential information with care.

You'll recognize yourself in this  

• HBO-level education and analytical skills; preferably a degree in HRM, Human Resources & Organization, or a legal field.
• You have extensive work experience as a policy advisor
• You have knowledge of labor law/public service law and employment terms and conditions.

• Salary ranging from €3,328 to €6,143 per month based on a 36-hour workweek, depending on education and experience.
• A job for 32–36 hours per week.
• An individual flexible spending allowance (IFSA) of 18.63% of the gross annual salary. This includes the year-end bonus and vacation pay.
• 187.2 hours of leave based on a 36-hour workweek, including 43.2 hours of overtime. May 1 and 5 are fixed days off (10.3 hours); these are included in this total.
• A one-year appointment, with the possibility of a permanent position.
• A generous pension plan through ABP, 70% of which is paid by us.
• The option to work remotely with a work-from-home allowance of €3 per day.
• Monthly health insurance premium.
• Free access to all sports facilities and classes at the fire stations.

• The opportunity to take on an on-call position in addition to your regular job.

The team

As a policy advisor, you will be working within the HR department, which consists of nearly 50 colleagues. You will primarily be collaborating with our HR advisors and policy advisors, a group of about 10 colleagues.
