Do you want to help municipalities tackle one of the greatest social challenges of our time: the transition to a sustainable, future-proof city? Are you someone who has a deep understanding of municipal processes, thrives on collaboration, and can translate complex technical analyses into practical policies and actionable steps? Then we’re looking for you.

What will you be doing, and why is this role important?

Municipalities face urgent decisions regarding the heating and energy transition. How do you organize a neighborhood-focused approach? How do you make sound decisions based on technical models, social values, and administrative realities? How do you ensure that policies are actually implemented?

As a Sustainability and Energy Transition Advisor for municipalities, you play a key role in this process. You provide municipalities with both substantive and procedural guidance, enabling them to confidently steer their energy transition.

In this role:

  • you assist municipalities with heat transition plans, neighborhood analyses, strategic policy development, and issues related to grid congestion;
  • You translate your colleagues’ complex technical and model-based insights into concrete management decisions and practical processes;
  • You bring clarity and structure to municipal decision-making: who does what, when, and why?
  • You facilitate collaboration between technical experts (e.g., modelers), policy advisors, administrators, and other stakeholders;
  • organize sessions and activities, such as policy workshops, roadmap development, and brainstorming sessions with municipal teams;
  • You provide strategic advice on process design, governance, and engagement strategies.

Who are you?

For this position, we are looking for someone with prior experience. Depending on your experience, you may be hired as a mid-level or senior employee. We are looking for someone who:

Mid-level profile (> 4 years of experience)

  • is familiar with municipal processes and understands how decision-making works;
  • has some substantive knowledge of the energy or heating transition;
  • is skilled in process facilitation and building connections;
  • is able to effectively translate technical insights into policy and implementation;
  • wants to further develop their career as a strategic advisor or project manager.

Senior level (>8 years of experience)

  • has extensive experience with projects in or for municipalities in the areas of energy, sustainability, or urban planning;
  • can lead complex projects at both the strategic and operational levels;
  • keeps track of the big picture and knows how to take the right actions in the context of organizational dynamics;
  • a strong partner for management teams, councils, and regional partnerships;
  • can mentor junior and mid-career professionals and provide guidance on professional development.

What are we looking for?

  • A completed bachelor’s or master’s degree, e.g., in public administration, urban planning, sustainability, social geography, (technical) business administration, or a related field.
  • An interest in the heat and energy transition.
  • Strong communication skills and the ability to explain technical information in an understandable way.
  • A process-oriented perspective on collaboration, organization, and decision-making.
  • A proactive, analytical, and collaborative approach.
  • Experience with Python and GIS, for example, is a plus.

What do we offer?

  • A meaningful role in which you directly contribute to a sustainable future for Dutch municipalities.
  • A lot of responsibility and the freedom to shape your role yourself.
  • Collaboration with subject matter experts and modelers at a renowned research institute.
  • An open, informal, personal, and supportive work environment.
  • Our headquarters are in Delft, and we also offer the option to work from our office in Utrecht.
  • A competitive salary and excellent benefits, including flexible working hours, free lunch, part-time work, and the option to work from home. We also offer flexible scheduling for vacation and holidays. This allows employees of all faiths to take time off on their respective religious holidays.
