Drive housing development by achieving project breakthroughs with municipalities. And help build the team that will make this happen. Your impact is twofold!

Building 191,000 homes by 2030. We have set this goal in the Housing Deal together with the national government, municipalities, housing associations, and market parties. As a strategic area developer representing the province of North Holland, you will be the driving force behind achieving this goal. On the one hand, by helping municipalities accelerate housing construction. On the other hand, by contributing ideas to the formation of a new team with fellow area developers.

Your job

Actively helping to drive breakthroughs in housing projects or large-scale integrated area developments—that is your challenge. You invest in sustainable relationships with municipalities and stakeholders and serve as the primary point of contact on behalf of the province. Sometimes you’ll work with colleagues to develop solutions for substantive issues, such as grid congestion, nitrogen pollution, or accessibility. Other times, you’ll help a municipality with procedural bottlenecks, such as creating a development strategy, an efficient planning process, or a sound business case. For each project, you’ll assess what expertise needs to be brought in and which (financial) instruments available to the province can be used to bring the goals closer to reality. Finally, you’ll advise our administrators.

To accelerate housing construction, we are putting together a team of experienced area developers. And you will help shape that team. You’ll have the freedom to contribute ideas on the right approach and to pioneer new ideas. Because a new team means that not everything is set in stone yet. Together, you’ll tackle an urgent societal challenge in which we, as a province, are eager to invest. That’s why you can count on sufficient (financial) resources to achieve success.

Here's what we offer

  • A gross annual salary between €79,888.53 and €113,283.68 (pay grade 14) based on a 36-hour workweek. This includes the Individual Choice Budget, which amounts to approximately 22% of your gross monthly salary and can be exchanged for additional days off, among other things.
  • A training budget of €5,000 every five years. In addition, there are other training opportunities, because your professional development is important to us.
  • An annual pay raise of 3%, up to the top of your pay scale.
  • A good pension plan that the province helps fund.
  • Full reimbursement for commuting and business travel when using public transportation.
  • A one-year contract, with the intention of offering you a permanent contract at the end of that year.
  • Among other things, we’ll provide a desk and a monitor so you can set up your home office properly.

Your team of area developers is part of the Housing and Urban Development sector. This multidisciplinary team brings together experts from various fields, including area development, housing policy, economics, mobility, spatial planning, and data analysis. You have a lot of freedom; you organize your own day and have flexible working hours. And you can count on colleagues who are there for you, because that is truly characteristic of our province.

This is you

  • An understanding of the playing field and a keen sense of political and administrative dynamics: you can easily navigate complex decision-making processes and know how to operate within these dynamics.
  • Expert discussion partner: You are able to build support at the strategic and decision-making levels and can reconcile differing interests.
  • Strong analytical skills: you look beyond your own field and understand how your work fits into broader organizational and societal contexts.
  • Proactive attitude: You enjoy taking the lead and are able to get others on board with your ideas. You use your own knowledge and experience to further develop the role of area developers within the province.

You also have:

  • Bachelor’s degree in (urban) area development, urban planning, or a related field.
  • Extensive knowledge of urban development. For example, current housing policy, land policy, laws and regulations, and planned economy.
  • Played a leading role in housing projects and large, complex integrated area developments.
  • An extensive network of key public and private stakeholders in (urban) area development at both the tactical and strategic levels.
  • Extensive experience in stakeholder and relationship management, contract management, project and risk management, organizational management, and financial and planning tools—for example, to monitor and report on progress.
