The position
In the role of Strategic Policy Advisor for Digital Innovation in Youth and Care,
organizing, drafting, and bringing together effective initiatives are among your
core responsibilities. To this end, you will work closely within the citywide
partnership Amsterdam Vitaal & Gezond and with other departments
within the City of Amsterdam, including: the Chief Technology Office (CTO), the GGD,
Information Services, ICT, other departments within the social sector,
as well as the city districts. You will be responsible for organizing and building support
for the digitization strategy of the Youth &
Care Policy Department, translating new ideas and needs into procurement and
strategic objectives and measurable results.
This is a new, temporary two-year position that you will help
shape yourself. You are a driving force who knows how to tap into the innovative capacity and
ability to drive change among healthcare and support providers. You
will serve as a sparring partner for management within the municipality and
strategic partners in the city and across the country (including The Hague,
health insurance providers, and healthcare providers). In doing so, you keep an eye on developments
within IV, CTO, and ICT and align these as much as possible with the objectives
of the department and those of the citywide partnership Amsterdam Vitaal
& Gezond.
Here's what you do on an average workday
- You are responsible for
organizing and building support for the digitization strategy
of the Youth & Care Policy Department, translating new ideas and needs
into strategic objectives and measurable results.
- You serve as the link between the
stakeholders in the line organizations and the CTO and IT departments, representing
the department’s interests and monitoring the progress of
product development and results.
- As part of the
Amsterdam Vitaal & Gezond initiative, you will collaborate with partners in the city on digital
innovation and serve as the department’s lead on these efforts.
- You actively promote digital
innovation in practice, in part by serving as a point of contact for
professionals on the front lines.
- You apply innovations in
practice to healthcare procurement, linking policy,
procurement, and the world of providers.

The Youth & Care Policy Department is part of the Education,
Youth & Care (OJZ) Division. This division is part of the Social Domain of
the City of Amsterdam. The department advises senior civil servants and administrative leadership.
In this context, the department maintains relationships with external partners and serves
as the budget manager for the overall budget. You will work closely with colleagues
from the Youth and Care Contract Management Department.
In addition to the focus area of digital innovation, you are expected to
have an interest in the broader scope of the Social Support Act,
the Youth Act, and the social sector. For part of your work hours,
you may also be assigned to other policy dossiers. The Youth
& Care Policy Department is contributing to the introduction of task-oriented working. This
means that the intended social outcomes are increasingly guiding
how we organize ourselves and the collaboration we establish across
departments.
What you bring
For the position of Strategic Policy Advisor for Digital Innovation in Youth and Health Care,
you must have:
- University-level work and thinking skills.
- At least 8 to 10 years
of demonstrable experience in the field of digital innovation.
- Demonstrable experience
operating in a politically and administratively sensitive environment.
- Proven experience as
a counterpart at the executive level within the social services/healthcare sector.
- At least 4 years of experience
in leading large and complex projects or
programs.
- Excellent written and
oral communication and persuasion skills.
You should have the following skills:
- Environmental awareness.
- Vision.
- Results-oriented.
- Persuasiveness.
Here's what we offer you
As a Strategic Policy Advisor for Digital Innovation in Youth and Healthcare, you will join our team for 28
– 36 hours per week and can count on the following
terms of employment:
- A gross monthly salary between €
4,965 and €6,616 (scale 13) based on a 36-hour workweek. The
exact salary will be determined based on your education, knowledge, and experience
.
- A fixed-term employment contract
for a period of 24 months, if you currently do not
have an employment contract—or have only a temporary one—with the City of Amsterdam.
- Professional development and
training opportunities. Our in-house training center, the Amsterdam
School, offers a variety of training courses, professional development programs, and on-the-job coaching
to help you continue to challenge yourself.
- An individual flexible budget
(IKB) equal to 17.05% of your salary, which you can use, for example,
for additional pension contributions or extra days off.
- A pension plan with ABP,
the pension fund for the public sector and education.
- A travel allowance of €
0.10 per kilometer, up to 45 kilometers one-way for the commute between home and work, for the
number of days you work at the office, and/or a work-from-home allowance of €2
net per workday that you work from home.
- A monthly contribution to
health insurance.
- Hybrid work: In this role,
you can work partly from home and partly in the office. We provide
(work-from-home) equipment to help you set up a safe and healthy workspace.
- A cell phone and/or
laptop.
