In the role of strategist, you will make an essential, strategic contribution to an inclusive labor market. You will conceive, develop, improve, and take the lead in establishing strategic partnerships with (major) employers. You will organize and foster public-private partnerships that expand opportunities for residents who are currently on the sidelines.
As a strategic business advisor, you will be part of the Employer Service Point (WSP) team. The WSP team provides employer services under the Suwi Act. This involves close collaboration with your colleagues who assist residents in finding employment. The goal is always to minimize the gap between supply and demand in the labor market. We maintain close contact with employers, social entrepreneurs, the UWV, and regional municipalities, because without jobs, there is no work.
This is your job
As a strategic business consultant, you identify social trends and developments that impact the labor market. You respond to these trends with your insightful analyses and recommendations. Working alongside the team, you connect job seekers with employers’ hiring needs.Thanks to your strategic insight and approach, you are a strong partner in discussions on labor market issues and are able to bring together public and private interests. You speak the language of entrepreneurs and are able to forge alliances, as well as identify and capitalize on opportunities. You have a keen eye for the regional and national dynamics of the labor market, and with sensitivity and tact, you know how to navigate the political and administrative landscape effectively and get things done.
Specifically, your responsibilities will include:
- You will develop new opportunities with employers and determine what resources are needed to place job seekers with those employers;
- You will work with the teams to develop and create market-based solutions, advising and encouraging collaboration with all stakeholders in the field;
- You are visible and active in business associations, industry groups, and networking organizations, where you seek opportunities for sustainable and effective collaboration;
- In addition to working with your internal colleagues, you will also collaborate closely with colleagues from the UWV (Employee Insurance Agency), UW (Social Employment Service), and other municipalities in the Midden-Utrecht labor market region. You will take the initiative to establish collaborative and broader partnerships;
- You serve as a link between policy and operations, for example, when it comes to implementation issues;
- You will play a supporting role in administrative matters. This may involve serving as a reliable point of contact for the alderman, or providing input to the manager or policy advisor;
- You will be part of various working groups (both internal and external) that focus on topics such as social entrepreneurship and inclusive entrepreneurship.
The Employer Service Center
The Employer Service Point (WSP) helps employers take the necessary steps to tap into untapped labor potential. The WSP Midden-Utrecht is a regional partnership with the UWV, the University of Utrecht (UW), and surrounding municipalities, which means you’ll be working as part of a larger team of approximately 60 people. Within the WSP, the municipal team consists of 20 employees. The team makes a significant contribution to creating opportunities by continuously matching the capabilities of job seekers (now and in the future) with the ideas and ambitions of organizations and entrepreneurs/employers in the city. By actively establishing contacts with employers, we create suitable (apprenticeship) positions for people who are distanced from the labor market.The WSP is part of the Work & Income division. In addition to employment support and services for employers, we provide financial assistance to residents who are temporarily without income and help them manage their debts. We also offer home care, home modifications, and mobility aids. We believe in people’s ability to help themselves.

- A 32- to 36-hour workweek with a gross monthly salary ranging from €3,701 to €5,372 based on a 36-hour workweek (pay grade 11).
- A one-year fixed-term employment contract with the possibility of conversion to a permanent employment contract
- In addition to your salary, you’ll receive an Individual Choice Budget (ICB) equal to 17.05% of your salary. You decide how to use this budget. For example, you can use it to buy extra time off or have it paid out as vacation pay or a year-end bonus. Or you can have the entire amount paid out once a year.

You combine this with a deep understanding of your counterparts and clear communication. You gain and give energy by thinking innovatively alongside employers and shaping initiatives so that even more job seekers get a chance in the labor market.Demonstrable knowledge and experience with the target group of job seekers who are distanced from the labor market is a plus. The key criteria we use to evaluate your application (or interview) are:
- HBO+ level of work and thinking;
- You have knowledge of the job market and experience in job placement;
- You have knowledge of operational processes and are able to provide advice on them
- You have experience working in a political/administrative and dynamic environment.
