The Strategic P&C Advisor focuses on designing the planning and control cycle, developing financial policies, coordinating these efforts with the VrAA Management Team and the VrAA Board, and conducting financial analyses and projects within the VrAA. You will lay the foundation for the (financial) management and accountability of and by the VrAA. This involves coordinating the planning and control process, overseeing but also contributing to the various documents, and translating financial laws and regulations into procedures within the VrAA. You will do this in collaboration with colleagues from Management and Communications (content), Business Control (funds), and Human Resources (staff). Together with the CIF manager, you present these deliverables to the VrAA Management Team and coordinate the content with officials from the various municipalities. In the role of Strategic P&C Advisor, you will encounter all topics within our field.
• Planning and coordination of products from the P&C process;
• (Jointly) preparing the policy letter, budget, interim reports, and annual financial statements;
• Analyzing results at the organizational level and identifying trends;
• Consolidate and analyze forecasts with business controllers;
• Coordination with external parties, such as municipalities, the auditor, the Regional Medical Assistance Service (GHOR), the police, the Amsterdam Fire Department, the Risk Management Foundation, and the Guarantee Fund;
• Periodically update regulations and financial policy documents;
• Tracking opportunities and risks and coordinating VIC with auditors.
The P&C Strategic Advisor position is a 2 FTE role. As a team, you’ll tackle major processes, but each of you will also have your own set of responsibilities. At the start, we’ll establish a division of responsibilities, which will be refined or rotated over time. In addition to day-to-day operations, you will implement project-based improvements to enhance management and accountability. This includes further developing management information, updating regulations, and embedding accountability for compliance. The organization is committed to further developing its management capabilities, and you will play a key role in this effort.
You are an experienced accountant, controller, or policy advisor with an affinity for the public sector. Knowledge of the Budgeting and Accountability Decree is a plus, or you are willing to undergo training in this area. The ideal candidate is process-oriented, highly analytical, and meticulous. At the same time, you are a team player and use that approach to achieve your goals. A sense of humor and flexibility in your approach will take you far in our (political-administrative) organization.
• You have at least a bachelor’s degree in business or economics;
• You have at least 5 years of work experience in financial roles;
• You preferably have experience working in public organizations;
• You are fluent in Dutch;
• You have strong verbal and written communication skills.

• Salary in pay scale 12, ranging from €5,104 to €6,963 per month based on a 36-hour workweek.
• A job for 32–36 hours per week
• A flexible spending allowance equal to 18.63% of your gross annual salary. This includes your year-end bonus and vacation pay.
• 187.2 hours of leave based on a 36-hour workweek, including 43.2 hours of overtime.
• A one-year appointment, with the possibility of a permanent position.
• A generous pension plan through ABP, with two-thirds of the contributions paid by us.
• The option to work remotely, with a work-from-home allowance of €3 per day.

The Amsterdam-Amstelland Safety Region (VrAA) is responsible for effective crisis management and firefighting services, with the goal of anticipating risks as effectively as possible, providing the best possible assistance to those affected, minimizing tangible and intangible damage, and restoring normal conditions as quickly as possible. You will be working in the Control, Information, and Finance (CIF) department. This department is part of the operations sector and serves as the financial heart of the organization. We are responsible for financial policy, planning and control products (including the budget, financial statements, and reports), maintaining financial records, managing the administrative organization, and auditing. The team consists of highly skilled professionals with an intrinsic drive to improve this organization and take control to a new level.
