The Fund for Cultural Participation is a national cultural fund that promotes active cultural participation in the Kingdom of the Netherlands. We support cultural projects by providing grants. For example, to strengthen cultural education in schools, organize a neighborhood theater festival, or develop creative approaches to new media and heritage. We are active in the fields of cultural education, cultural participation, heritage, and talent development. We contribute to a level playing field for diverse cultural creators, forms of culture, and ways of creating culture. In doing so, we work closely with national and local partners.

You will be working alongside a second strategic advisor within the Development cluster. There, you will collaborate with developers and the development manager.Your primary points of contact within the Fund will also include the executive director, the operations manager, and the implementation manager.
Your main points of contact outside the Fund will be advisory boards, advocacy groups, the Ministry of Education, Culture and Science, other ministries, and employees at other national cultural funds in similar positions.
As a strategic advisor, you identifypolitical, administrative, and social developments and translate them into future scenarios and concrete policy proposals. You will be responsible for strategic development lines and will oversee, monitor, and evaluate the implementation of the strategic policy plan and the impact objectives. To this end, you will maintain an external network of stakeholders, follow political and administrative developments, and collaborate with researchers and developers at the Fund. As a result, you are able to bring together the various interests and sources of knowledge to promote our shared culture.
You and your direct colleague, the strategic advisor, will share the focus on (social development through, among other things) cultural participation, cultural education, amateur arts, talent development (in informal networks), partnerships with the social sector, regionalization, internationalization, intangible cultural heritage, and the commemorative year marking the history of slavery.

You have a university-level education and at least four years of relevant work experience in various advisory roles, for example with government agencies, think tanks, or advocacy organizations. In these roles, you have gained extensive knowledge of and insight into social, strategic, and administrative dynamics. You work proactively, meticulously, and with a clear sense of direction, enabling you to maintain an overview and persuasively engage the right people to achieve objectives. In doing so, you make realistic assessments regarding the time, capacity, and resources required and monitor progress. As a natural networker, you move easily and enjoy navigating political networks. Furthermore, with your expertise and (yet-to-be-formed) vision for cultural policy, you know how to build support for new policies and policy initiatives, while always keeping the bigger picture in mind.
