Senior Aspect Manager for Admission and Safe Integration

Here’s what you’ll be doing as a Senior Admissions & Safe Integration Manager

As Senior Aspect Manager for Authorization & Safe Integration, you are responsible for both the authorization and safe integration of NS rolling stock.

Admission

As an expert in the field of certification, you will use your expertise to ensure that new equipment or modifications are certified and can be used safely. 

Think of projects such as ERTMS, FRMCS, new rolling stock, and international rolling stock 

During the authorization and licensing application process, you will serve as the point of contact for entities such as National Safety Authorities (including ILT, EBA, DVIS, and ERA), infrastructure managers, and train manufacturers. In this role, you will advise the train manufacturer on the application of European and national authorization requirements, or you will be directly responsible for the authorization process within NS itself. In both cases, you ensure that permits are issued on time. There will be robust discussions regarding the content. If necessary, you will bring in an expert from NS. In such situations, you recognize the various interests at play and know exactly how to handle them. 

You will also represent NS in international forums to help shape future European and national regulations, and you may be involved in international (innovative) projects.   

Secure Integration

A train that complies with laws and regulations must also be demonstrably safe to operate and must be maintained throughout the entire rail system. As a Senior Aspect Manager for Authorization & Safe Integration, you will work closely with various stakeholders, with whom you share responsibility for the safe integration of rolling stock into the rail system. We do this by following the risk management process (cf. CSM-RA), which is part of NS’s safety management system.

Hybrid work is no problem at all; you can work from home or at our NS offices. And sometimes you’ll visit other locations in the Netherlands and abroad.

You will engage with stakeholders who have conflicting interests, foster relationships and address key issues with stakeholders—including those outside your immediate TVI scope of work—and represent NS in dealings with stakeholders. Experience with complex advocacy is essential for this role. 

In negotiation situations where you have broad authority and conflicting interests are at play, you come across as a confident individual. You are an authority on the approval and safe integration of rail vehicles. 

You remain critical and stand your ground, even when faced with opposition. You are able to promote and defend policies. You quickly get to the heart of the matter. And thanks to your communication skills, you have no trouble drafting clear documents and expressing yourself convincingly in person. You make decisions independently within established guidelines, exude authority, and act decisively. 

You pick up on signals from the field and handle them with ease. Thanks to your persuasive skills, you quickly build support. You’re also a team player who contributes positively to the team atmosphere. Naturally, you’re someone who actively contributes ideas about developments within the team and ensures that the team continues to run smoothly. And if it’s necessary to deviate from the agenda?  

Then that won't be a problem for you either; after all, you're good at planning and organizing. 

You have:  

• Bachelor’s degree or equivalent level of education and experience, with more than 10 years of relevant experience in a project environment and in the areas of certification, safety management, and/or compliance related to passenger rolling stock.  
• expertise in relevant national and European laws and regulations and safety management. You are an undisputed authority in your field; the subject matter expert specializes in railway laws and regulations. 
• extensive experience with systems engineering principles and such broad and in-depth knowledge of the processes within the transportation system that you are regarded as an authority on the transportation system 
• demonstrable knowledge of and extensive experience with train control systems such as the European Rail Traffic Management System (ERTMS)  
• knowledge and experience with safety and risk analyses and relevant methods and tools. 
• demonstrable experience in explicitly managing the full, integrated interface between the organization and its environment in the TVI domain.

Finally, you must be able to communicate clearly, both verbally and in writing, in Dutch (at least B2 level) and English with executives and senior management as well as with colleagues in the operational process.

• A salary between €5,150 and €8,716 gross per month, depending on your knowledge and experience (based on pay scale 62 and a 36-hour workweek).
