
As a Senior Strategic Fraud Investigator, you will be working in the Intelligence and Investigation Service (IOD) of the NVWA.

As a Senior Strategic Fraud Investigator, you will be working for the Intelligence and Investigation Service (IOD) of the NVWA. The IOD is the Special Investigation Service that conducts criminal investigations across all areas of the NVWA’s jurisdiction. The IOD is organizationally part of the NVWA and operates under the authority of the Public Prosecution Service.
The IOD is divided into several teams, and you will be working within the Strategy & Advisory team, which serves as the NVWA-IOD’s dynamic strategic think tank. The team’s mission is to increase the societal impact of criminal investigations within the NVWA’s public domains: product and food safety, the well-being of nature and animals, and plant and animal health.
As a Senior Strategic Fraud Investigator in the Strategy & Advisory team, you are responsible for initiating and independently designing, conducting, and presenting various reports and recommendations aimed at increasing the impact of the NVWA’s Investigation Service. Your workweek consists primarily of developing knowledge products, such as drafting fraud profiles like the Red Meat Fraud Report — An analysis based on over 10 years of investigative work in the red meat supply chain | Publication | NVWA, contributing to the NVWA-IOD Annual Report 2023 | Annual Report | Rijksoverheid.nl, or drafting administrative alerts with recommendations for investigation, supervision, and policy. You do this in response to criminal investigations. Based on case file analyses you have conducted, you formulate practical recommendations. For example, regarding the amendment of regulations, the tightening of supervision, or communication with industry sectors. You submit these for decision-making and present them clearly and persuasively to the various (internal and external) target groups. You actively share your insights with the other teams in the department. You will also contribute to advising on the fraud-resistance of newly drafted regulations and responding to media and parliamentary questions.
Our team includes experts from various fields, such as criminologists, lawyers, and public administration specialists, who collaborate on the projects mentioned above. At times, you may also take on a coordinating role for new projects. In this context, it is important to work in a project-based manner and ensure a solid plan of action, clear objectives and scope, and a tight schedule. We are looking for someone who is assertive, takes initiative, and comes up with new ideas to carry out the above tasks as efficiently as possible. A keen eye for interconnections, learning opportunities, and smart working methods is what this role is all about.

You have extensive experience in drafting and implementing administrative reports and/or other (strategic) memoranda aimed at influencing policy and/or behavior. You are creative both in identifying (potential) fraud opportunities and barriers, and in resolving substantive issues. • A completed university-level degree, such as in law, public administration, or sociology.

Travel Allowance You will receive a mobility card that allows you to travel by train in second class for your commute. Do you bike to work? If so, you will receive a travel allowance of €0.21 per kilometer cycled. If you have a field-based position, you are often also eligible for an electric company car. You may also use this for personal purposes based on the additional tax liabilityplus a personal contribution.
Leave Policies
The government offers leave policies for various situations, such as (additional) maternity leave (up to 5 weeks with 100% pay), parental leave (up to 9 weeks with 100% pay in the first year and an additional 75% for 4 weeks), care leave, and adoption/foster care leave.

Additional allowances and reimbursements
For some positions at the NVWA, it is necessary to work outside regular office hours or to be on call. However, this is compensated by additional allowances or reimbursements. For example, we offer an on-call and standby duty allowance and an irregular shift allowance.

The Intelligence & Strategy (I&S) Department consists of four teams: the Intelligence Collection Team, the Intelligence Analysis Team, the Criminal Intelligence Team, and the Strategy & Advisory Team. The I&S Department collects and refines intelligence across all areas of the NVWA, contributes to increasing and broadening understanding of target groups and risks, and ensures internal and external coordination at the strategic and tactical levels. This coordination is specifically aimed at improving the quality and effectiveness of the Intelligence and Investigation Service division, including in collaboration with other units of the NVWA.
