More about this organization
A man is working at a computer in a modern office, with colleagues in the background in an open-plan workspace.

You’ll be driving housing development in collaboration with municipalities and helping to build a new team at the provincial government. It’s a job where you’ll have plenty of opportunities to blaze new trails!

Building 191,000 homes by 2030. We have set this goal in the Housing Deal together with the national government, municipalities, housing associations, and market parties. As a (senior) area developer representing the province of North Holland, you will be the driving force behind achieving this goal. Your challenge? Collaborating with municipalities and market parties and actively helping to achieve breakthroughs in housing projects. And serving as the primary point of contact for municipalities.

Your job

As a Senior Area Developer, you will actively help drive breakthroughs in housing projects or large-scale integrated area developments; that is your challenge. You will invest in building lasting relationships with municipalities and stakeholders and serve as the primary point of contact on behalf of the province.

Sometimes you’ll work with colleagues to develop solutions for substantive issues, such as grid congestion, nitrogen pollution, or accessibility. Other times, you’ll help a municipality with procedural challenges, such as developing a growth strategy, an efficient planning process, or a sound business case. For each project, you’ll assess what expertise needs to be brought in and which (financial) tools the province has at its disposal that can be used to help achieve the goals.

To tackle this major housing development project, we’re putting together a brand-new, multidisciplinary team. Since it’s a new team, nothing is set in stone yet. So this is a job where you’ll have plenty of opportunities to blaze new trails!

Here's what we offer

  • A gross annual salary between €68,760.73 and €97,182.39 (scale 12) or €74,457.98 and €105,321.51 (scale 13) based on a 36-hour workweek, depending on your experience. This includes the Individual Choice Budget of approximately 22% of your gross monthly salary, which you can exchange for extra days off, among other things.
  • A training budget of €6,000 every five years. In addition, there are other training opportunities, because your professional development is important to us.
  • An annual pay raise of 3%, up to the top of your pay scale.
  • A good pension plan that the province helps fund.
  • Full reimbursement for commuting and business travel when using public transportation.
  • A one-year contract, with the intention of offering you a permanent contract at the end of that year.
  • Among other things, we’ll provide a desk and a monitor so you can set up your home office properly.

And that’s not all. Visitwww.noord-holland.nl/werkenbijto find out what else you can expect as an employee at Noord-Holland.

This is where you'll be working

At the Province of North Holland, you’re building the future. Every day, you and 1,400 colleagues work together to create a beautiful, pleasant, and safe living and working environment for over 2.8 million residents of North Holland. We take an innovative approach to this work. We promote and facilitate smart mobility, the energy transition, large-scale nature development, and the latest technologies, such as smart apps. And your future is also central to us. You’ll have every opportunity to choose the direction you want to take and to realize your ambitions. We support you in this. For example, with a generous training budget and the opportunity, in consultation, to temporarily dive into another project or launch an initiative.

As a Senior Area Developer at the province, you’ll be part of a brand-new team of area developers within the Housing and Urban Development sector. This team brings together experts from various disciplines, including area development, housing policy, economics, mobility, spatial planning, and data analysis. A new team offers plenty of opportunities: to contribute ideas about processes, help shape your own role, and advance your career. You’ll also have a lot of freedom; you’ll organize your own day and have flexible working hours. And you can count on colleagues who are there for you, because that’s truly what sets our province apart.

This is you

  • An understanding of the playing field and a keen sense of political and administrative dynamics: you can easily grasp complex decision-making processes and know how to navigate these dynamics.
  • Expert discussion partner: You are able to build support at the strategic and decision-making levels and can reconcile differing interests.
  • Strong analytical skills: you look beyond your own field and understand how your work fits into broader organizational and societal contexts.
  • Project management skills and a results-oriented approach: you focus on achieving goals and results.

You also have:

  • Bachelor’s degree in (urban) area development, urban planning, or a related field.
  • Extensive knowledge of urban development. For example, current housing policy, land policy, laws and regulations, and planned economy.
  • Experience with project or program management.
  • Experience managing housing construction projects and complex, integrated area developments.
  • A broad network of relevant public and private stakeholders in (urban) area development at both the tactical and strategic levels.
