The position
In the role of Senior Contract Manager, you will help achieve our objectives in implementing the Youth Act and the Social Support Act (WMO). You will help mitigate risks for the organization by managing contracts. In this multifaceted role, you’ll be uniquely skilled at securing contract agreements with our (youth) service providers. You’ll actively maintain contact with stakeholders and have a deep understanding of the market environment. Additionally, you’ll serve as the go-to expert and point of contact for the other contract managers (junior and mid-level).
Here's what you do on an average day
- Monitor and ensure compliance with contract and grant agreements and quality requirements. You will discuss these matters with individual contracting parties, as well as with a group of contracting parties within the healthcare system.
- Conducting performance reviews in a business partnership. In doing so, you take into account development and innovation goals, opportunities, and challenges.
- You will take on a proactive, solution-oriented, and coordinating role in fostering collaboration and partnership among contract partners and parties.
- The point of contact for management teams and aldermen regarding contract oversight.
- Manage all agreements, obligations, terms, and objectives outlined in the contract and report on them to the contract owner. You will also eliminate and/or reduce any defects, gaps, and ambiguities in the contract.
- Developing and maintaining relationships with suppliers based on openness and trust, while clearly defining roles and responsibilities regarding risks and decision-making.
- Proactively and in a timely manner, conduct a (final) evaluation of the contract for the purpose of the (re)tendering process and coordinate this with the stakeholder(s).
- Ensure the contract is implemented within the organization. You will do this in a structured manner and in collaboration with all parties involved.

The Youth, Care, and Diversity Department is part of the Social Domain of the City of Amsterdam. The Youth & Care Contract Management Division is part of the JZD (Youth, Care, and Diversity) Department. The department advises senior civil servants and administrative leaders and maintains relationships with external partners in this context. In addition, it serves as the budget manager for the overall budget. You will work closely with colleagues from the Policy Department. You may be assigned to other contracts for part of your work hours as part of a task-oriented approach.
What you bring
For this position as Senior Contract Manager, you must have:
- A completed associate's degree; field of study is not specified.
- 4 years of proven experience in contract management.
- 4 years of extensive experience in a political and administrative setting.
- Knowledge of the Youth Act and/or the Social Support Act (WMO) and the transformation within the social services sector.
- Knowledge of business operations and financial management, as well as legal expertise in contracts, grants, procurement processes, and relevant laws and regulations. You have experience interpreting financial reports and annual financial statements. Please elaborate on this in your cover letter.

- Relationship Management: Establishing and maintaining professional relationships, both internally and externally, is crucial to achieving your goals. You act as a representative of the municipality in dealings with all relevant parties. You know how to distinguish the interests of the various parties.
- Analytical skills: Able to distinguish between main and secondary issues, break down a problem into its components, and establish logical connections between the various aspects.
- Results-oriented: With a concrete plan, you work toward achieving the defined results. You know how to stay focused, set priorities, and keep the desired outcome in sight.
- Persuasiveness: Using personal authority, you influence people and situations with the aim of gaining acceptance and overcoming resistance. You communicate ideas clearly and confidently. You are confident in your ability to bring different parties together and understand the power of negotiation. Through your communication skills, you know how to win people over and guide them toward the set goal.
What we offer you
As a senior contract manager, you will join our team for 32–36 hours per week and can expect the following terms of employment.
- A gross monthly salary ranging from €5,008 to €6,777 (pay grade 12) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have a contract with the City of Amsterdam or have only a temporary contract.
- Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan with ABP, the pension fund for the public sector and education.
- A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
- Hybrid work: In this role, you can work partly from home and partly in the office. We provide the necessary equipment to help you set up a safe and healthy workspace at home.
- A cell phone and/or laptop.
- For days you work from home, you will receive a work-from-home allowance of €3 net per workday that you work from home.
- A monthly contribution toward health insurance.
- An (electric) rental bike that lets you travel between work locations in a sustainable and healthy way.
