What will you do for Eindhoven?
Specialized internal control (VIC) at municipalities has become even more important this year due to the introduction of the legally required accountability for compliance. Through your work, you enable the Municipal Executive to provide accountability for compliance in the annual financial statements. In addition, as a senior group auditor, you provide solicited and unsolicited advice on the municipality’s administrative organization and internal controls, for example by helping to draft the semi-annual reports from the Group Control team to the Executive Board. This helps us answer the question: ‘Are we doing the right things, and are we doing them right?’ You embrace data-driven work in audits, through data analysis or process mining. Your role is group-wide, but initially you will primarily work for the spatial planning and operational management domains.
As a senior group auditor on the VIC team:
- Evaluate the design and operation of complex processes using standardized work plans and flowcharts;
- Work with your senior group auditor colleague to determine the further audit approach for your areas. For these processes, you will also perform additional data-driven tests, data analysis, and operational testing based on the results of the design and implementation phases;
- Are you working on the further development of data-driven audits using Power BI or other data analysis tools and techniques, and do you collaborate with other disciplines within the team (such as IT audits, risk management, and operational audits) to design integrated audits?
- Assist your fellow group auditors in conducting the specific internal audit and in auditing and accounting for incoming cash flows in the spatial planning sector through the SiSa supplement to the financial statements;
- You will also provide advice on the further development of internal controls and administrative organization;
- Are you the point of contact for the independent auditor regarding your domains during the interim audit and for specific detailed reviews during the annual audit (including land development projects)?

Who do you do that with?
The VIC operates within the Group Control team, which is part of the Control division but reports directly to the Group Controller. We investigate, assess, and advise on the design, existence, and functioning of the internal organization, as well as the quality of its management and control. There are 12 (senior) group auditors working across various disciplines, including VIC (8 employees), IT audit, Operational audit, and SiSa coordination. The VIC team consists of colleagues with diverse backgrounds and educational backgrounds, including two Certified Public Accountants.
Concerncontrol’s vision is that we can best serve the organization through the use of integrated audits. In this process, the various disciplines within Concerncontrol collaborate using a data-driven approach. For VIC, the focus in recent months has been on standardizing and professionalizing accountability for compliance. Now, we want to work with you to put integrated audits back on the agenda.
As a VIC employee, you will work closely with your colleagues at Concerncontrol, as well as with various other staff members and the external auditor. This makes for a varied and multifaceted role.
How do you make it happen?
- You have (almost) completed your degree as a Certified Public Accountant (CPA);
- You have proven experience with data-driven work; knowledge of municipal processes and BBV is a plus;
- You can provide independent advice, easily connect with colleagues throughout the organization, and have a good sense of the dynamics within a complex organization.

- a one-year contract. If both parties are satisfied, it will be converted into a permanent contract;
- up to €6,103 gross per month (based on a 36-hour workweek). The entire financial chain within our organization is currently undergoing development. This may affect the nature of the work and the position within the organization where this work is performed in the future. The salary grade for this position has therefore been designated as “provisional”;
- 23 vacation days per year (if you work full-time). In addition, you can accrue compensatory time off, allowing you to take a total of about 10 weeks of leave per year. If you work part-time, this is, of course, prorated;
- a discretionary allowance equal to 17.05% of your gross salary. This includes, among other things, your vacation pay, year-end bonus, and life-course savings contribution;
- a reimbursement if you travel by public transportation. Or a reimbursement if you travel “green”—that is, if you walk, bike, or ride an e-bike;
- opportunities for personal development through courses and training;
- A workspace in downtown Eindhoven. You can also work from home.
