The position
The City of Amsterdam operates a leasehold system that now comprises more than 280,000 contracts of various types. Careful and transparent management and maintenance of these contracts is the primary task of the Leasehold and Issuance Department. For some time now, a new type of leasehold has been introduced: the perpetual leasehold. The Leasehold and Issuance Department is actively working on its implementation. Applications have been submitted for approximately 85% of the leasehold rights eligible for conversion. And now comes the rollout of the “regret option” scheme. This means that a group of leaseholders will once again have the opportunity to choose between staying with the old agreements or switching to the new system with the one-time discount (the so-called “conversion scheme”).The new system has implications for the department’s operations, such as a greater focus on customer service, processing a large volume of requests to switch providers, and the further development of customer portals. The issue of ground leases is currently receiving significant attention. This requires, among other things, media experience and political and administrative sensitivity.
That is why we are looking for an experienced senior communications advisor for the Leasehold and Issuance Department. Until early 2023, the focus will be on the transition scheme, but after that, the role will primarily involve the shift to service provision and the further development and rollout of the customer portals. You will work closely with a communications team consisting of four other communications professionals in addition to the person filling this vacancy.
Here's what you do on an average day
In the role of Senior Communications Professional for Leasehold and Issuance:- You will advise the management of the Leasehold and Issuance Department on external communications, with a focus on the transition to a service-oriented organization.
- You will serve as a sounding board for the other senior communications advisor on internal communications matters.
- You will be responsible for communications related to the implementation of Amsterdam’s ground lease system, including the conversion scheme for perpetual ground leases and the “regret” scheme, constantly shifting between strategic, tactical, and operational levels.
- Do you have an affinity for data? When communicating with leaseholders, you are accustomed to crafting tailored messages for different (target) groups.
- As one of the two senior staff members, you will serve as the primary point of contact for the team and coordinate its activities in consultation with the team leader, who is the team’s direct supervisor.
- Work with the other senior advisor to develop a strategic communication plan and a work plan for 2023, including a communication calendar.
- If you are (co-)implementing the communication plan, you will provide functional guidance to the junior and mid-level communication advisors directly involved.
- Are you a skilled networker who connects easily with others, so that when media or political questions arise, you can quickly find the right colleague to provide input for the municipal spokesperson’s response?
- You will play a key role in ensuring clear, accessible, and reliable communication that enhances the services provided by the Leasehold and Issuance Department.

For this position as Senior Communications Professional for Leasehold and Issuance, you must have:- College- or university-level work and thinking skills.
- Extensive experience as a senior communications professional at a government agency or another complex organization.
- Communication strategies, stakeholder analyses, key messages, online communication, issue management, and positioning are areas of expertise that you have mastered.
- You have experience with complex subject matter and can translate it into clear, accessible communications for the public.
- You have proven experience as a senior communications advisor handling media-sensitive and/or legal matters.
You should have the following skills:
- You have very strong consulting skills.
- You have a proactive and collaborative approach to your work.
What we offer you
As a Senior Communications Professional for Leasehold and Issuance, you will join our team for 32–36 hours per week and can expect the following terms of employment.- A gross monthly salary of up to €5,372 (Pay Grade 11) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred.
