The position
As a senior campaign advisor, you will develop impactful, inclusive, and results-oriented public campaigns with clear behavioral or knowledge objectives to address administrative challenges. You will focus on promoting, for example, safety, sustainable or healthy living, reaching Amsterdammers with support services, or combating nuisance. Examples of two recent campaigns include “30 km/h in the City” and “Emissions-Free” (transitioning from fossil fuels to emissions-free mobility).
You will serve as the project lead for the entire process, from strategy development through to implementation. You research and interpret insights from the target audience, develop the strategy, are responsible for creating the creative concept based on behavioral insights, and oversee production, media placement, rollout, and evaluation. By providing advice on analysis, target audience approach, and research, you contribute to practical and results-oriented campaign strategies.
When developing a strategy, you ensure internal and external support and facilitate decision-making. You leverage your understanding of political and administrative dynamics to achieve your objectives within a dynamic landscape. You are persuasive, yet you maintain an open and curious attitude toward the input of others. You serve as a discussion partner and advisor to policymakers, management, and, when appropriate, the board.
You will also serve as the account manager for several departments on behalf of the team. You stay informed about current developments, identify opportunities, and conduct initial consultations (together with the campaign coordinator).
You will work independently on your own projects as part of a collaborative and self-managing team that uses campaign methodology as a shared foundation. Support is available for media buying, production, and execution. The team places a strong emphasis on professional development, and your contribution to this is highly valued.
Here's what you do on an average day
- Analyzing the policy and communication objectives, defining behavioral goals, developing the campaign strategy and briefing, and overseeing implementation;
- You are responsible for the decision-making process and for building support;
- You will manage external campaign and research agencies;
- You conduct desk research and/or commission your own research;
- You use analytical methods such as Casi or the BSR lifestyle model, or bring in specialists for this purpose;
- You will oversee campaign agencies' photo shoots on location;
- You will work on multiple campaigns at the same time in collaboration with colleagues from the communications consulting and policy departments;
- You coordinate with partner organizations on your topic.

The Communications Department is home to all of the City of Amsterdam’s communications professionals. Together, they work to ensure that communications with Amsterdam residents, businesses, visitors, and the organization itself are clear, accessible, and reliable. With a workforce of approximately 19,000 employees, internal communications are just as important and challenging as external communications.
The Communications Department is a full-service division. It covers all aspects of communications, including: communications consulting, web editing, social media, public relations, events, campaign consulting, and copywriting. All of these professionals work closely together to develop the right communications strategy.
This team focuses on corporate communications, strategy, research, and campaigns. It develops citywide communications policies, creates communications strategies for complex administrative challenges or issues, and ensures clear positioning for the City of Amsterdam. The team always balances the interests of the administration, the organization, and the residents of Amsterdam. The trust that Amsterdam residents place in the municipal organization serves as a key guiding principle.

What we offer you
As a senior campaign advisor, you will join our team for 32 hours a week and can expect the following terms of employment.
- A gross monthly salary ranging from a minimum of €4,264 to a maximum of €6,072 (pay scale 11) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred.
- Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan with ABP, the pension fund for the public sector and education.
- A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
- For days you work from home, you will receive a work-from-home allowance of €3 net per workday that you work from home.
- A monthly contribution toward health insurance.
