For the new multi-year program "Neighborhood Approach to Smoking Cessation," we are looking for a
Senior Consultant/Project Manager
24–32 hours per week
Smoking is one of the leading causes of health disparities. While more and more people are quitting smoking, this is not the case for those in less favorable socioeconomic circumstances. They benefit less from preventive measures and smoking cessation support. In the “Neighborhood Approach to Quitting Smoking” program, we collaborate with public health departments, social sector professionals, and community experts to foster meaningful conversations about smoking, provide better support for quitting, and create a smoke-free world for children to grow up in. Of course, we do this with an eye toward and in conjunction with other issues affecting the neighborhood. We are looking for a senior advisor/project manager to help shape this new program.
Position
In this role, you will support local teams in a neighborhood-based change process. You will use your vision, working methods, and practical tools to foster collaboration between the GGD, the social services sector, healthcare professionals, experts by experience, key community figures, and (regional and local) policymakers. You will align with the program’s creative and innovative approach to driving change—for example, by applying principles of co-creation and social design. In coordination with your colleagues on the program team, you will facilitate knowledge exchange within a supportive learning circle, the development of supporting strategies and tools, and the creation of materials for education and continuing professional development. You will contribute to national-level communication regarding the activities and results of the Neighborhood Approach to Smoking Cessation.The ideal candidate has:
- A completed academic degree and/or several years of relevant work experience at that level;
- Experience supporting local organizations through change or innovation;
- An interest in the topic of health disparities, as well as a background and knowledge of behavioral change (sociological/psychological) and social design, is a plus;
- An understanding of the complexity of local work processes; able to inspire enthusiasm.
- Knowledge of and experience with monitoring and evaluating processes and results.
- The ability to get things off the ground quickly, manage processes, and follow through with empathy;

- Pharos adheres to the Mental Health Care Collective Bargaining Agreement. The position is classified in pay scale 60, which ranges from €3,538 to €4,717 based on a 36-hour workweek. Salary is determined based on experience.
- An 8% vacation bonus and an 8.33% year-end bonus
- Remote work: At Pharos, we work from home an average of 50% of the time. You will receive a travel allowance and a work-from-home allowance.
- A net phone allowance of €25 per month.
The position is generally for 24–32 hours per week, for one year, with the possibility of extension.
