This is your job

In this role as Senior Advisor, you will serve as an experienced strategic partner at all organizational levels, including management and the board. You will work on a project basis on broad organizational and/or substantive issues across the entire municipality of Utrecht. Examples include designing and implementing an organizational structure for the energy department, which has grown significantly over the years; formulating and implementing new working methods in response to legislative changes; or improving collaboration between policy and implementation in the area of youth care. You will often handle multiple assignments simultaneously. You will do this in various roles, such as change management consultant, project manager, interim manager, or program manager. The issues involve a change management component and are critical to the performance of the municipal organization.

Flexibility: You are versatile and can take on a variety of roles, such as program manager, interim manager, or project manager. In addition, you have a diverse portfolio of assignments, so it’s important that you can adapt quickly to each one. 

Handling Pressure: At PMB, you’ll often be working on multiple projects at the same time. These projects can sometimes reach their peak at the same time. Your work is also dynamic within each project, such as when collaborating with stakeholders who have differing interests. 

We also think it’s important for your resume to include the following:  

  • Academic work and level of thinking.
  • You have extensive relevant work experience in a similar role within a complex administrative environment. 
  • Knowledge and experience with LEAN and the ability to apply it are a plus. 
  • You bring solid experience and expertise in change management.  

Here's what we offer you

You won’t just be working for the municipality; you’ll be dedicated to serving the more than 370,000 residents of our beautiful city. And of course, this comes with a competitive salary. Below is what we have to offer: 

  • A 32- to 36-hour workweek with a gross monthly salary between €5,268 and €7,128 (scale 12) or €5,850 and €7,705 (scale 13), based on a 36-hour workweek. We will determine your pay grade and exact salary based on your knowledge and experience. Placement in the temporary entry-level pay scale is a possibility. 
  • An Individual Choice Budget (ICB) of 17.05% on top of your salary. With the ICB, you can tailor your employment conditions to suit your own needs. For example, you could use it to purchase additional leave hours, buy a bicycle, or receive extra (vacation) pay. 
  • A one-year fixed-term employment contract, with the intention of converting it to a permanent employment contract. 
  • You can work in a hybrid model: we work partly in the office and partly from home. We’ll make sure you have everything you need to do your job effectively from home. We’ll provide you with a laptop, monitor, office chair, keyboard, desk lamp, and a sit-stand desk on loan. 
  • Would you rather work in the office? Our city office, right next to Utrecht Central Station, is a modern building with a wide variety of workspaces and meeting areas, two coffee bars staffed by baristas, and a full-service cafeteria.
