Utrecht needs you! The Public Order & Safety (OOV) department of the City of Utrecht is seeking a drug policy expert. A central focus of this role is the coffee shop policy, which governs the establishment and operation of coffee shops. It is important to effectively utilize the existing space available for coffee shops within Utrecht. In addition, when it comes to coffee shops—and drugs more broadly—the challenge lies in striking a balance between allowing room to experiment with legalization and regulating the supply chain, while preventing abuse, addiction, and crime. You will be the Public Order & Safety (OOV) expert on drug-related issues for both of these areas.

This is your job

As a senior advisor, you will be part of the Subversion Team within the Public Order & Safety Department. You will make a significant contribution to the coffee shop policy portfolio and, together with colleagues from Public Health, establish the link to broader drug policy. As a senior advisor, coffee shop policy—and its relationship to drug policy—is a key focus of your portfolio. In addition, you will play a role in addressing undermining crime, another priority the Undermining Team is working on. In this capacity, you will take an active role in setting up and implementing projects and activities aimed at combating undermining crime.

  • You will play a key role in the development and establishment of coffee shops. You are skilled at effectively coordinating between internal and external parties, are familiar with the stakeholders, and are able to assess their interests.
  • You excel at maintaining an overview, organizing, and coordinating. In the context of establishing coffee shops, you oversee the entire process and coordinate the handling of coffee shop applications. In doing so, you collaborate with colleagues from various departments.
  • You will provide advice and work closely with colleagues from the Public Health department on broader drug policy. You will align national and regional initiatives with the goals outlined in the coalition agreement of the City of Utrecht.
  • You will work closely with other colleagues as part of the “Setting Boundaries, Offering Perspective” approach, while remaining mindful of the various perspectives on drug policy.
  • You possess the skills required for collaborative networking and have knowledge and experience with a comprehensive approach to security issues.
  • You keep an eye on new trends and developments and actively provide advice on them.

  • A 36-hour workweek with a gross monthly salary ranging from €5,008 to €6,777 based on 36 hours (pay scale 12). The exact amount will be determined based on your knowledge and experience. Placement on the temporary entry-level pay scale is a possibility.
  • A one-year employment contract with a one-month probationary period, with the possibility of a permanent contract upon satisfactory performance.
  • Your home base is the Utrecht City Hall, the most accessible municipal office in the Netherlands, where we value both professional and personal needs and beliefs. At the city office, you’ll find, among other things, several lactation rooms and a quiet room for anyone who wishes to practice their faith or simply needs a moment of quiet. We also provide support for your professional needs, even if you work from home. For example, we offer a well-equipped workstation on loan so you can work optimally from home.
  • An Individual Choice Budget (ICB). The ICB allows you to tailor your employment conditions to your own circumstances. For example, you could use it to purchase additional leave hours. The Individual Choice Budget (ICB) amounts to 17.05% of your salary.
