What will you be doing?
You identify opportunities, assess trends, and translate them into concrete plans and actions. With your knowledge and curiosity, you foster innovation and strengthen programs that promote self-reliance and participation among diverse target groups.
The library plays a crucial role in the social sector, focusing on personal development and civic engagement. You will work closely with libraries and colleagues on programs designed to reach a wider audience among target groups seeking to improve their basic skills.
Collaboration with community organizations at the local and regional levels is essential. You will analyze needs, translate trends into practical solutions, and actively contribute to the development and implementation of promising projects.
So what does your typical day look like?
9:00 AM: You continue working on a policy recommendation for a partnership of municipalities focused on the future of Language Houses. In this proposal, you combine subject-matter expertise with feasible organizational and funding models.
10:00 a.m.: In a hybrid meeting with library directors and program managers, you will discuss the municipalities’ impact goals regarding basic skills and their ambition to expand into learning and practice hubs. As a consultant and facilitator, you will guide participants through national frameworks so they can apply them to local practice.
12:00: During your break, you catch up with a colleague while enjoying a sandwich and some soup at the Werkcafé.
12:30 p.m.: You start the afternoon by reviewing the available information in preparation for a meeting with the provincial official regarding a new policy framework on basic skills. Based on input from the field, you formulate questions about the proposed approach and consider additional scenarios.
1:30 PM: You will lead a peer review meeting with fellow advisors on case studies related to digital citizenship. You will facilitate the discussion, draw connections between participants’ experiences, and identify action items that you will later incorporate into a proposal for the further development of our services.
4:00 PM: You are preparing a presentation for a national working group in which you are representing Rijnbrink. You want not only to inform, but also to set the agenda: how can we ensure that libraries and integration are structurally embedded in policy?
5:00 PM: Finally, update your timesheet and log out. Tomorrow is another day!
You:
You are a capable professional with vision. You move seamlessly between policy development, consulting, and implementation. You motivate stakeholders and know how to provide direction in complex environments.
You have proven experience in project management, strategic consulting, and programmatic work within the social sector. You know what you stand for, communicate persuasively, and are results-oriented.
In short, here’s what you’ll need:
- HBO+ or university-level work and thinking skills
- Experience in policy development and strategic consulting
- Experience with program management.
- Knowledge of the social sector, basic skills, and/or digital inclusion
- Strong communication skills and the ability to persuade
- A network-oriented and analytical approach
- The ability to deliver results in complex partnerships

- A salary between €4,085 and €5,347 gross per month in pay scale 10 of the Collective Bargaining Agreement for Public Libraries. The starting salary is indicative and depends on experience.
- Vacation days: You are entitled to 180 hours of vacation time per year based on a 36-hour workweek.
- A year-end bonus of 4.5% and vacation pay equal to 8% of the gross annual salary.
- Reimbursement for travel expenses and free public transportation for business purposes.
- The option to purchase leave hours and/or use (excess) leave hours toward other employment benefits.
- A fixed-term contract. If both parties are satisfied, your contract will be converted to a permanent position.

Where will you be working:
You will be working in the Advisory Department. The Advisory Department is a passionate team of about 35 employees. Together with your immediate colleagues, you will work on social challenges, as well as network and program objectives.
