Are you the strategic liaison who can take facility services to the next level? In this versatile and independent role, you’ll serve as the key link between the organization and the Housing & Facility Management (HFM) department. What will you be doing?

The Senior Account and Demand Management Advisor for HFM serves as the key link between the organization and the Housing & Facilities Management (HFM) department at both the strategic and tactical levels. You will help shape the policies and services across all service units within the department. You will identify internal client needs and ensure that the HFM department can proactively respond to needs that arise within the organization in areas such as mobility, housing, and facility services.

Your responsibilities are as follows:

  • As a Senior Account and Demand Management Consultant at HFM, you are the driving force behind developments and policy. You provide advice on the operational implications of decisions and serve as the point of contact for management and employees on facility-related issues. Drawing on your knowledge of developments within the organization, you proactively address facility needs and opportunities.
  • You will build and maintain relationships with internal clients and stakeholders. You will participate in relevant (internal and external) consultation forums and maintain close client relationships.
  • You are responsible for identifying and gathering information on internal customer needs and experiences. You ensure a balance between customer wishes and requests and the HFM department’s capacity to accommodate them, in accordance with the PDC. 
  • Through proactive relationship management, you stay well-informed about developments and evolving needs within the organization. You identify related wishes and needs and translate them into opportunities within the facilities management domain.
  • You prepare problem analyses and process information, notes, and publications to provide valuable insights.
  • You will be responsible for translating government-wide policy guidelines into facility management policy at the NVWA level.
  • You will manage stakeholders at both the tactical and strategic levels. You will map out the stakeholder landscape and ensure that it is properly documented.
  • You represent both the client’s interests and the HFM department. You also ensure that inquiries and issues from internal clients are handled promptly and accurately. You monitor the progress and resolution of client needs within the HFM department.
  • You interpret, manage, and share information, and translate it into strategic advice for internal stakeholders. 
  • You will also serve as the point of contact for Service Level Agreements (SLAs) with other government agencies and group service providers. You will monitor and maintain these SLAs.

With your keen insight, ability to bring people together, and vision for facility services, you know exactly what it takes to make our services future-proof and customer-focused.

Finally, you will actively contribute to the professionalization of the facilities organization and HFM-wide services. You will connect people, processes, and strategies, ensuring optimal alignment between the needs of internal clients and HFM’s services. In this independent role, you will enjoy a great deal of autonomy while building a strong network both within and outside the NVWA.

In addition, we would like to see the following:

  • A completed degree at the associate's level in Facility Management or Business Administration.
  • Experience in building and maintaining customer relationships.

Individual Choice Budget You receive an Individual Choice Budget (ICB) equal to 16.50% of your gross annual salary. You can have your ICB paid out, for example, on a monthly or annual basis, or you can use it to purchase additional leave hours. In addition, you can use your IKB to purchase a (electric) bicycle for commuting tax-free, set up your home office,pay off your student loan with tax benefits up to a maximum of €2,000 per year,or even make your home more sustainable. To encourage this, the national government offers an employer contribution on top of the IKB.


Vacation Days If you work 36 hours per week, you are entitled to 144 vacation hours and 64 IKB leave hours per year. Do you work more or less? Then these hours are calculated proportionally. And do you need a little less vacation time? Then you can also choose to have your 64 IKB leave hours paid out or added to your IKB saved leave


Travel Allowance You will receive a mobility card that allows you to travel by train in second class for your commute. Do you bike to work? If so, you will receive a travel allowance of €0.21 per kilometer cycled.
If you have a field-based position, you are often also eligible for an electric company car. You may also use this for personal purposes, subject to additional tax liabilityand a personal contribution.


Leave Policies The government offers leave policies for various situations, such as (supplementary) maternity leave (up to 5 weeks with 100% pay), parental leave (up to 9 weeks at 100% pay in the first year and an additional 75% for 4 weeks), care leave, and adoption/foster care leave.

Allowances and Reimbursements For some positions at the NVWA, it is necessary to work outside regular office hours or to be on call. However, these requirements are offset by additional allowances or reimbursements. For example, we offer an on-call and standby duty allowance and an irregular shift allowance.

Details

  • A Certificate of Good Conduct (VOG) is required to work at the NVWA.
  • If the position involves a fixed-term employment contract with the prospect of becoming permanent, the permanent contract is initially preceded by a one-year contract. Provided the employee proves to be suitable, the contract is generally converted into a permanent contract of indefinite duration after one year.

More about your future department

Facilities & Property Management (HFM) is a department within the NVWA that supports the agency’s core operations. It ensures that materials and supplies are made available to internal staff in a timely and efficient manner. In addition, the HFM department ensures that its own offices are in order and comply with the standards set by the government for this purpose, as well as with the NVWA’s corporate culture—namely, being austere, efficient, and compliant with occupational health and safety regulations.

The Housing & Facilities Management (HFM) department provides services and resources to the NVWA. Its core tasks include making policy proposals regarding, organizing, and carrying out activities in the areas of:

  • Housing, workplace design, catering, and cleaning. Fleet management.
  • Document management, reception, and mail.
  • Standard functional equipment.
  • Transporting collected samples.

The HFM Department consists of three teams: Policy & Advice (BA), Facilities Support (FO), and Documentary Information Services (DIV). Each team has a team leader. All three team leaders report directly to the HFM Department Head. The HFM Department Head and the three team leaders together form the HFM Management Team.

The Policy & Advice Team has the important task of consolidating requests for facility-related matters at the NVWA so that the primary process is supported. This includes advising and anticipating needs in large government-wide procurement processes, advising on and coordinating accommodation projects, advising on and participating in mobility, fleet management, and transportation, advising on and organizing workplace design and hospitality services, and advising on and participating in logistics and standard functional equipment.

Core tasks:

  • Compiling and further developing the facilities products and services catalog.
  • Developing policies in the areas of facilities, housing, and mobility, tailored to the specific requirements of the NVWA’s core operations.
  • Overseeing the design, management, and maintenance of housing and workspaces for NVWA employees.
  • Providing transportation for NVWA employees.
  • Manage and maintain technical systems for the primary process (e.g., greenhouses and laboratories).
  • Organizing the Monster Transport.

Through dialogue with businesses in the hospitality sector, slaughterhouses, plant cultivation, and other producers, the NVWA monitors food and product safety, plant health, and the welfare of animals, nature, and the environment. We do so in accordance with national and international laws and regulations. We operate on a basis of trust, but we take firm action against businesses that do not take these matters seriously. In the interest of society.

We closely monitor where the greatest risks lie and where oversight is most urgently needed, so that we can inform consumers and others in a timely manner. The NVWA also plays an important role in export inspections and the import of products into Europe.
