The position
You play a crucial role as secretary for the metro line extension and as a policy advisor for regional public transportation. In your role as secretary, you serve not only as an advisor on process, content, and governance, but also as the connecting link within the City of Amsterdam. You communicate Amsterdam’s positions to external partners, draft administrative documents, and serve as a sparring partner for the civil service client on the two metro projects. Thanks to your extensive network within the municipality and your ability to quickly grasp and articulate interests, you provide valuable and balanced advice that makes a difference in decision-making processes.
In addition, as a policy advisor, you’ll help create a pleasant, livable, and inclusive city by ensuring that Amsterdam and the surrounding region are easily accessible by public transportation. Public transportation is pleasant, accessible, and easy to understand, allowing anyone who wants to use it to do so and making it a good alternative to the car. With vision and expertise, you help make Amsterdam and the region optimally accessible via public transportation, which plays a crucial role in the mobility mix of the future. You advise on new or enhanced public transportation lines, keeping in mind the balance between mobility and livability. You face the challenge of seamlessly integrating public transportation into its surroundings, taking into account the needs of both passengers and the city. Together with four colleagues on the Public Transportation Policy Team, you’ll tackle new administrative and policy issues. Most of the time, you’ll serve as an advisor and participate in project groups. For some projects, you’ll be responsible for the final product.
Here's what you do on an average day
As secretary, extend the metro lines:
- Discuss with the government client and other colleagues which administrative and official meetings are coming up. You will discuss what information and advice are needed and when.
- You regularly interact with various stakeholders within the municipality who represent different interests. You know them well, you’re a good connector, and you understand the interests they represent.
- Are you responsible for drafting administrative documents and do you participate in external meetings with the client and the project implementation team?
As a policy advisor for regional public transportation:
- You will participate in (external) meetings with other client organizations and the project implementation team, balancing the interests of various departments within Amsterdam and articulating them forcefully.
- Please draft your recommendation for the Civil Service Client for the meeting of the commissioning directors.
- Will you join the regional working group on “Bus Rapid Transit,” where you’ll work with regional governments to further explore the potential of Bus Rapid Transit for the region in the context of urbanization? With your decisive leadership, you’ll put Amsterdam in a strong position.
- Identify the role that regional bus routes play in the urban public transit network and where they can be effectively integrated. You will oversee research into how passengers experience a new transfer in a temporary situation. You will also advise on an appropriate way to facilitate international bus services within the city.
- Are you working on an analysis of the policy implications of connecting regional buses from the municipalities north of Amsterdam to Noord metro station instead of Amsterdam Central Station?
- Will you be joining a colleague from the City of Amsterdam and GVB transport developers in a workshop at the Transport Region to discuss the development plan for the GVB Amsterdam concession?
- Please draft a council briefing letter summarizing the current status and progress of the ZaanIJ High-Quality Public Transportation Link for the city council.

Traffic and Public Space (V&OR) is responsible for the accessibility, safety, and quality of Amsterdam’s public spaces. Traffic and Public Space owns the integrated urban traffic and transportation system (excluding rail), manages the mobility chain, and, on behalf of the administration, owns the city’s properties.
You will be working in the Knowledge and Policy Division of the Traffic and Public Space Department. The Knowledge and Policy Division ensures a careful and transparent balancing of the various interests in the areas of mobility and public space. Team Metropool consists of over 20 passionate professionals. It’s a great mix, both in terms of age and gender, of people who are dedicated to Amsterdam. What you bring
For this position as Regional Public Transportation Advisor/Secretary for Metro Line Extensions, you must have:
- The right skills to hit the ground running in a complex administrative environment.
- Work experience with negotiation or collaboration processes.
- A proven ability to write concise recommendations on complex issues.
- Substantive knowledge of or a strong interest in public transportation, mobility, and/or urban planning
- Knowledge of or experience with MIRT processes is a plus.
You should have the following skills:
- Environmental Awareness: Demonstrates a solid understanding of professional, organizational, social, and political developments, as well as other environmental factors, and knows how to effectively apply this knowledge to one’s own role or organization.
- Liaison: Acts as a bridge between internal perspectives within Amsterdam and those of external parties.
- Decisive: Makes decisions when the situation calls for it. Is not afraid to take a stand when interests conflict. Cuts through the red tape and provides clarity.
- Collaboration: Prioritizes collaboration without losing sight of the interests of one’s own organization.
- Political sensitivity: The ability to navigate the political landscape. A clear understanding of administrative dynamics. Recognizing the complex interests of stakeholders
What we offer you
As a Secretary and Advisor, you will join our team for 24–36 hours per week (to be determined) and can expect the following terms of employment.
- A gross monthly salary ranging from €5,008 to €6,777 (pay grade 12) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A 12-month employment contract, with the possibility of a permanent contract thereafter if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary contract.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred.

- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan with ABP, the pension fund for the public sector and education.
- A travel allowance of €0.10 per kilometer, up to a 45-kilometer one-way commute, for the number of days you work in the office, and/or a work-from-home allowance of €3 net per workday that you work from home.
- A monthly contribution toward health insurance.
