The position
As Project Manager for Privatization and Building Rights, you will work on challenging (physical) projects within the Sports and Physical Activity Division of the Sports and Forestry Department. The division promotes participation in sports and physical activity in Amsterdam and works to develop high-quality sports facilities.
You will lead projects that enable outdoor sports clubs to become the legal owners of the buildings or facilities they have often built themselves and/or have been using and maintaining for years—such as clubhouses, field lighting, or other structures on municipal land. By establishing a right of superficies or through a privatization process, this de facto situation is legally formalized. This provides clubs with greater clarity and certainty regarding their facilities, based on a situation that has existed for some time. You oversee this process from start to finish, ensure clear agreements are in place, and carefully coordinate with all stakeholders to ensure that all aspects are properly documented.
Specifically, you will be working on the following three projects, among others; these reflect the diversity of the topics for which you, as a project manager, will be responsible:
- Privatization:Privatization means that the club no longer rents from the municipality but acquires ownership of the facilities, courts, etc. You will guide and structure privatization processes at sports clubs (particularly tennis clubs), ensure the financial basis, develop policies (e.g., fee policies), coordinate internally, and be responsible for internal decision-making.
- Right of Superficies:You will oversee applications related to the right of superficies, which allows sports clubs to acquire ownership of clubhouses and similar properties. You will oversee the drafting of contracts and coordinate with legal and real estate colleagues.
- Club Liaison:Proactively reaching out to sports clubs in Amsterdam to establish surface rights, identify their needs, and explain the relevant processes.
Here's what you do on an average day
- Managing privatization and construction projects from start to finish.
- Independently drafting project plans, legal documents (such as building agreements and authorizations), and progress reports.
- Analyzing the data and needs of the sports club to support and guide them through the various application processes, with the goal of creating customized solutions based on a standardized framework.
- Consultation with the legal and financial departments of the City of Amsterdam regarding the potential legal and financial implications.
- Collaborating with colleagues from different departments and city districts, as well as external partners such as sports clubs and community organizations.
- Identifying opportunities for improvement or acceleration in policy and implementation.

You will be based in the Sports and Recreation Department, which has approximately 65 colleagues dedicated to promoting sports in Amsterdam. This is where policy is developed and implemented: from building and managing sports facilities to encouraging participation in sports and supporting events. You will work closely with other units within the Sports and Forests Department (such as Halls & Parks and Sportpunt) and with colleagues from departments such as Real Estate, Land and Development, and Legal Affairs.
What you bring
For this position as Project Manager for Privatization and Building Rights, you must have:
- At least a completed associate's degree.
- At least 2 years of experience leading projects at the intersection of policy, implementation, and legal structuring.
- At least 2 years of experience with administrative processes and collaboration within a municipal organization.
- Willingness to occasionally work in the evenings to coordinate with sports clubs.
You should have the following skills:

What we offer you
As a Project Manager for Privatization and Building Rights, you will join our team for a minimum of 36 and a maximum of 36 hours per week, and you can expect the following terms of employment.
- A gross monthly salary between €4,349 and €6,193 (pay grade 11) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A 12-month fixed-term employment contract, if you do not currently have an employment contract with the City of Amsterdam, or if you have a temporary contract. The contract may be extended.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be assigned to another organization under a temporary assignment agreement.
- Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan through ABP, the pension fund for the public sector and education. We pay 70% of your pension contribution.
- A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office. For days you work from home, you will receive a work-from-home allowance of €3 net per workday that you work from home.
- A monthly contribution toward health insurance.
- A cell phone and a laptop.
