The position
As Project Manager for GGD Collaboration, you will oversee the implementation of the supra-regional collaboration between seven GGDs in the Northwest Netherlands from a tactical and operational perspective. The assignment is clear and well-defined: you will be actively involved in implementing a course of action that has already been established.
You will translate existing plans, analyses, and memos into a practical and workable implementation plan. This includes, among other things, drawing up a roadmap, formalizing legal agreements, developing a communication strategy, and formalizing collaboration agreements. The focus is on execution, coordination, and assurance.
You ensure structure, clarity, and progress within the process, bringing speed and execution power to the effort. In your approach, you take into account the differences in working methods, interests, and contexts of the participating Municipal Health Services (GGDs).
You work closely with the REC Core Team and maintain frequent contact with policymakers and relevant professionals. The chair of the Core Team serves as your client and provides direct guidance on your work. In this role, you will report regularly on progress and results, and contribute to the practical and sustainable organization of the Regional Expertise Center (REC NW7).
Here's what you do on an average day
- Develop an integrated plan for supraregional cooperation, based on the previously established direction toward a network organization, including a phased approach, roadmap, and cost estimate.
- Designing a robust network architecture, including governance, legal safeguards, and service level agreements.
- Initiating and facilitating (digital) meetings with the relevant public health departments and involving subject matter experts.
- Develop a communication plan to actively and transparently keep all stakeholders informed of progress.
- Report to and coordinate with the REC Core Team regarding progress, risks, and next steps.
- Identifying bottlenecks and administrative sensitivities and proactively addressing them.

You will be working within the Amsterdam-Amstelland Municipal Health Service (GGD), as part of the Infectious Disease Control team. The GGD works closely with six other municipal health services in the northwest of the Netherlands to combat tuberculosis. The goal is to institutionalize this collaboration within a Regional Expertise Center (REC NW7), which will ensure the continued sharing of knowledge, quality, and continuity.
You will work in a hybrid model, with plenty of opportunity for independent work, but you will also regularly be on-site for meetings or strategic coordination sessions. You will work closely with colleagues from the GGD Amsterdam-Amstelland and other relevant GGDs, and you will collaborate with policymakers, legal experts, communications specialists, and administrators.
What you bring
For this position as GGD Collaboration Project Manager, you must have:
- You have at least 5 years of verifiable work experience as a project manager in an administrative or public sector setting.
- You have at least 3 years of experience leading or facilitating change management or network development in the healthcare, public health, or a similar social sector.
- You have developed and delivered at least one comprehensive implementation plan or service delivery model within a complex, interagency environment (e.g., involving multiple municipalities or healthcare organizations).
- Experience in establishing or overseeing governance structures or legal partnership arrangements is a plus.
You should have the following skills:

What we offer you
As a Project Manager for Collaboration at the GGD, you will join our team for a minimum of 24 and a maximum of 28 hours per week, and you can expect the following terms of employment.
- A gross monthly salary ranging from €4,264 to €6,072 (pay grade 11) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A fixed-term employment contract for a period of 6 months, with the possibility of extension, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be assigned to another organization under a temporary assignment agreement.
- Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan through ABP, the pension fund for the public sector and education. We pay 70% of your pension contribution.
- A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
- For days you work from home, you will receive a work-from-home allowance of €3 net per workday that you work from home.
- A monthly contribution toward health insurance.
- A cell phone and a laptop.
