As a Project Controller, you will be responsible for:
- budgeting;
- contract management;
- donor compliance;
- monitoring and reporting on your own project portfolio.
Also, you:
- Understand the context behind the numbers and advise the program team on budget matters.
- Proactively identify and investigate changes, and work closely with Finance and Project Managers to effectively manage the overall finances.
- Will ensure that internal financial procedures and donor rules are followed.
- Develop the financial policy frameworks for CARE Netherlands’ programs and ensure the generation of financial management information.
The PC will focus on the following areas:
- Budget development (project proposals) and financial management (projects)
- In coordination with the designated Country Offices and in consultation with the Project/Program Manager regarding financial matters, participate in the development of project proposals for donors.
- Conducts risk analyses of country offices and evaluates financial management and performance for this purpose.
- Ultimately responsible for the financial management of project budgets, including the preparation of final reports, for the assigned portfolio.
- Ensures the proper preparation, guidance, and follow-up of external audits conducted in the Netherlands and abroad.
- Monitors the budget and liquidity of the company’s project portfolio. Performs final checks on financial closings and prepares them for administrative processing.
- Identifies the implications of (changes to) donor rules for the entire project portfolio and ensures compliance. Provides training and shares knowledge within CARE NL and local country offices as needed.
- Coordinates with the project/program managers and senior management at CARE NL and local country offices.
- Financial Quality
- Develops expertise in the area of donor regulations (EU/ECHO/MoFA), ensures compliance with these regulations, and serves as an advisor to the organization.
- Responsible for capacity building and other forms of support for country offices, ensuring that the country offices themselves manage the programs financially and meet (donor) reporting requirements.
- Provides, based on identified needs, support and training at country offices in the areas of financial affairs and donor rules, agreements, and procedures.
- Conducts project audits and handles follow-ups. Provides systematic analysis and tracking of audit results with the aim of improving quality.
What do you bring to the table?
- Bachelor’s degree required; Master’s degree preferred in lieu of a bachelor’s degree; 5+ years of relevant experience in business, finance, or accounting.
- At least 3 years of comprehensive knowledge and experience in the areas of financial management, project management, and financial systems.
- Comprehensive knowledge and experience with Office 365, particularly Excel.
- Good knowledge of and experience with institutional donors (European Commission, ECHO, Dutch Ministry of Foreign Affairs) and other donors (foundations, corporations, social enterprises).
- Excellent verbal and written English skills; knowledge of French and Arabic is a plus.
- Intercultural sensitivity and communication skills.
- Ability to work independently and take ownership.
- A hands-on, proactive, and solution-oriented approach.
- A willingness to continue developing knowledge and expertise in this field.
- Knowledge of and experience with contract management.
- Willingness to travel regularly.
