The position
As a program manager, you will focus on three areas that were launched in 2024 and will continue to grow in the coming years:
- Procurement: Identifying contracts and tenders for local businesses in Nieuw-West.
- Cooperatives: Establishing new inclusive businesses that create jobs and prosperity for residents.
- Resources and Infrastructure: Developing strategies and financing structures for the further expansion of CWB.
Each track has a compact team led by a project manager. Ted Howard, a CWB expert, will be involved on a long-term basis as an external advisor. Together with Ted and the team, you will work on fostering collaboration with all stakeholders and setting up the internal organization.
CWB is a method for a fair, sustainable local economy that is being tested in the National Program Samen Nieuw-West. The goal is to shift ownership of resources to residents and communities, thereby promoting a fairer distribution of prosperity and well-being in this beautiful area with its challenges.
Here's what you do on an average day
- You will be working on developing CWB for Nieuw-West, with a constant focus on achieving concrete results and objectives.
- Together with your team, you will identify promising initiatives and work to advance them. As a manager, you will ensure that the many different activities and initiatives within the CWB program are well integrated, thereby creating added value.
- You will create an environment in which effective collaboration leads to the achievement of the objectives set out in the annual work plan.
- You will also oversee the annual budget for CWB to ensure that resources are allocated effectively and have the greatest possible impact.
- You will consult with your (administrative) clients regarding the program’s progress.
- In conversations with external partners as well as colleagues, you will promote CWB’s vision and principles, with the aim of increasing engagement with the program and inspiring and motivating people. Through your presentations and speeches, you will also serve as one of the key advocates for Community Wealth Building.

The Cluster Director for City Districts, Management, and Services is Sjoukje Alta, who is also your supervisor. On behalf of the municipality, she is responsible for the National Program Samen Nieuw West (NPSNWP). Together with the directors responsible for Finance, Legal Affairs, DWI, and the Nieuw-West City District, she serves as the client for you and your team. An Administrative Team has been established, consisting of the alderman responsible for the NPSNW, the alderman for Finance, and the district chair of Nieuw-West.
What you bring
For the position of program manager, you must have:
- At least five years of work experience as a program manager in a government or nonprofit organization.
- Work experience in the field of economic development, or a solid understanding of economic models and strategies.
- Knowledge of the principles and theory of Community Wealth Building, or a willingness to deepen your understanding of these topics.
- Knowledge of and an understanding of the dynamics in Nieuw-West and its diverse communities.
- Knowledge of and experience with Amsterdam institutions and networks, including the city government itself.
- Basic knowledge of local, national, and EU policies relevant to the various aspects of Community Wealth Building, such as: employment, the development of cooperatives, procurement, and (alternative) financing.
You should have the following skills:
- Analytical skills: Able to distinguish between main and secondary issues, break down a problem into its components, and establish logical connections between the various aspects.
- Environmental Awareness: Demonstrates a solid understanding of professional, organizational, social, and political developments, as well as other environmental factors, and knows how to effectively apply this knowledge to one’s own role or organization.
- Collaboration: Makes a constructive contribution to a shared outcome, particularly to the atmosphere and relationships within the group or team.
- Results-oriented approach: Setting specific goals as a starting point for one’s own behavior and sticking to them until the goal is achieved.
What we offer you
As a Program Manager, you will join our team for 36 hours a week and can expect the following terms of employment:
- A gross monthly salary ranging from a minimum of €5,892 to a maximum of €8,023 (pay grade 14) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A 12-month employment contract, with the possibility of extension if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be assigned to another organization under a temporary assignment agreement.
- Opportunities for professional development and training. Our in-house training center, the Amsterdam School, offers a variety of training programs, professional development tracks, and on-the-job coaching to help you continue to challenge yourself.
- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan with ABP, the pension fund for the public sector and education.
- A travel allowance of €0.21 per kilometer when traveling by public transportation, €0.15 when traveling by bicycle or on foot, and €0.10 when traveling by car. There is a maximum of 45 kilometers per one-way trip.
- A work-from-home allowance of €3 net per workday that you work from home.
- A monthly contribution toward health insurance.
- Hybrid work: In this role, you can work partly from home and partly in the office. We provide the necessary equipment to help you set up a safe and healthy workspace at home.
- A work cell phone and a work laptop.
