About the role
As Social Domain Program Manager, you will lead our program team. Our staff in the Real Estate and People & Society departments are ready to excel under your supervision. You will provide guidance on both content and processes, always keeping our vision, values, cohesion, people, and resources in mind.
Specifically, you will be overseeing our Budget Program 3. This is a permanent section of the Program Budget, focusing on themes such as sports, positive health, volunteers, community engagement, and culture. The new wave pool, the relocation of De Lievekamp Theater, and a more prominent role for neighborhood and village centers as community hubs: we could really use your professional input on these (and similar) projects.
What else do you do? You advise the portfolio holders on our board. You formulate policy mandates in collaboration with the administrative client and the program officer. In short, you coordinate policy development, ensure well-founded plans, and provide the necessary administrative advice and decision-making. You understand how to navigate the political and administrative “game.” You think and act as both a strategist and a tactician.
You have a keen eye for people and their abilities. Together with line managers, for example, you ensure a good match between employees, their talents, and their ambitions. Both within the Policy Management Team and the broader Management Team of the Social Domain, you build connections, help others, and engage your colleagues. And just as important: you feel a sense of ownership of our domain-wide vision, goals, and plans, and ensure their implementation.

Here's what we offer
- A one-year employment contract for 32 hours per week. If your performance is satisfactory and you fulfill all your duties, you will then be offered a permanent employment contract.
- A salary of up to €6,616 gross per month for a 36-hour workweek (pay grade 13). Your salary will depend on your education and experience.
- Employment benefits that you can partly customize yourself using the Individual Choice Budget (ICB). Each month, 17.05% of your salary is set aside, and you can use it however you like. For example, you can use it to buy a bicycle or take extra time off, or you can have it paid out at a time that suits you.

- In Oss, we work under the tOss model. tOss stands for Home, Meeting, Collaboration, and Quiet. This means you work wherever you can do your job best. To ensure you can do your job effectively, you’ll be provided with a laptop and an iPhone. On days when you work from home, you’ll receive a work-from-home allowance of €2 per day.
- Pension accrual with the General Civil Service Pension Fund (ABP).
- 20 statutory vacation days and 6 additional vacation days per calendar year based on full-time employment.
- Support in setting up a safe and comfortable home office.
- An additional allowance of up to €500 per year if you commute sustainably. You are considered to be commuting sustainably if you walk or bike to work, use a 100% electric scooter or car, or take public transportation.
- A town hall located a 5-minute walk from the train station.
- Partially paid parental leave and the option to save up hours for extended leave.
