Who are we?

Working in the water board sector means working toward the future—addressing socially relevant issues such as clean, sufficient, and safe surface water. The Water Authorities Labor Market and Development Fund is the sector’s leading knowledge partner for developing future-proof and resilient organizations and employees. To this end, the A&O Fund develops and shares knowledge on various HR topics, facilitates, inspires, and connects. To further strengthen the Fund’s activities, we are looking for an enthusiastic HR Program Manager to join our team.


What are you going to do?

As a program manager at the A&O Fund, you closely monitor developments in various HR topics, both within and outside the sector. You know how to translate these into innovative projects within the sector. Together with the fund manager, you are responsible for coordinating with the board and for developing and implementing the fund’s annual program. Within this framework, you take responsibility for a number of program themes. You proactively maintain contact with the key stakeholders for your projects and themes within the 35 organizations in the sector and at the sectoral organizations. This allows you to understand the issues currently facing the sector and actively involve stakeholders in the development of the fund’s activities. Within the sector, you serve as one of the fund’s ambassadors and points of contact.

To support the implementation of the program, you will explore the offerings of external parties, act as the client, and manage these parties. You will also monitor the budgets for your projects. For stakeholders, you will organize periodic meetings to share information, provide inspiration, and facilitate knowledge exchange. In addition, you will ensure effective communication with the sector regarding your themes through the fund’s various communication channels, as well as through workshops and meetings. Together with the fund manager, you will actively contribute to the further development and profiling of the fund. 


What do you bring to the table?

  • You have a college or university level of work and thinking.
  • Your resume should demonstrate at least 5 years of experience working on various HR topics, for example, in the role of HR advisor, consultant, project manager, or program manager within a company/organization, consulting firm, or similar sector-specific organization.
  • You have a broad interest in various HR topics and pick them up quickly.
  • You are innovative, open to change, and know how to get others on board.
  • You have strong communication skills, both verbal and written. You understand the importance of communicating effectively through various channels.
  • You are proactive in establishing and maintaining contacts and building a network. You have a natural knack for successfully facilitating and chairing both online and in-person meetings.
  • You are sensitive to the interests of both employers and employees and are able to maintain an impartial stance in this regard. You therefore have a good understanding of the dynamics within a jointly managed organization.
  • You are confident, persuasive, customer-focused, service-oriented, and committed to results and quality.
  • You’re able to work independently in a small organization without losing sight of your colleagues, and you have a hands-on approach.


Here's what we offer you

  • A competitive gross monthly salary ranging from €3,824 to €5,340 for a 36-hour workweek (scale 11 of the collective labor agreement for water authorities).
  • An Individual Choice Budget (ICB) of 21% (including 8% vacation pay). This can be used for additional days off, training, or salary.
  • A Personal Training Budget (PBB) of €6,000 every five years.
  • We offer excellent additional benefits, such as a robust pension plan through the ABP, travel reimbursement, and the option to work in a hybrid model—either at our pleasant office in downtown The Hague or from home. You will receive a work-from-home budget and allowance for this purpose.

  • The position is initially for a one-year term. If both you and we are satisfied, it may be converted to a permanent position.


A&O Water Authorities Fund

The A&O Water Authorities Fund is a small and flexible organization (2 FTE) with a joint board of trustees consisting of representatives from labor unions and employers. This gives the fund strong ties to the “Working for Water Authorities” collective bargaining table. The fund operates as a flexible network organization with a large number of external partners. The fund is active in various HR areas: the labor market, learning and development, health and safety at work, sustainable employability, digital transformation, hybrid work, inclusivity, etc.(for more information, seewww.aenowaterschappen.nl).
