The position
As a program coordinator, you will serve as the primary point of contact for the coordinating program director regarding the planning and control (P&C) cycle and related products, and you will play a central role in coordinating Program 7 of the City of Amsterdam’s budget. 2024 Budget - City of Amsterdam). In this role, you will contribute to the city’s goal of providing financial security to the residents of Amsterdam. You will serve as the liaison between the Work, Participation & Income (WPI) Department and the Finance and Control Department, working closely with the P&C team in the Resources and Control Department and the strategic management advisor.
In addition, you will ensure the timely and complete delivery of P&C products and municipality-wide requests related to the P&C cycle. You will do this by issuing requests to various program units, both within and outside the WPI Directorate, and by ensuring that the P&C core team receives a coordinated readiness report. You will serve as chair of the support group, acting as a connector and central coordinator to bring together all stakeholders in the P&C policy cycle. This new position within the Policy & Quality department requires persuasiveness and the ability to build connections.
Here's what you do on an average day
- Ensures the complete and timely preparation and submission of P&C documents and municipality-wide requests for proposals. This also involves setting up and planning the process for producing these documents—including the spring policy statement, budget, fall policy statement, etc.—as well as the internal decision-making process related to them.
- Ensures coordination at the administrative and management levels regarding these products and coordinates the administrative and management decision-making process for the P&C products.
- Is responsible for developing and updating the activities and associated indicators (goal tree).
- Monitors the administrative decision-making process (committee and city council) and coordinates any follow-up actions within the network.
- Serves as the primary point of contact for the P&C cycle and products for the coordinating program director.
- Serves as the primary point of contact for DMC regarding the P&C cycle and products for the program.
- Works closely with the strategic policy advisor, coordinating policy advisors, coordinating financial advisors, program controller, F&I advisors, account managers, and planning & control advisors from the Data & Information team.
- Prepares the board meeting and chairs the Program 7 Support Working Group.

As a program coordinator, you will be active throughout the entire WPI management team, as well as beyond. This is because the budget program also encompasses the Subsidies, Procurement, and Social Legal Affairs (SIS) and Information Services (IV) departments, as well as the city districts. The overall goal of the program is to provide financial security for all Amsterdammers who are temporarily unable to fully support themselves. You will be part of the Data & Information (D&I) team within the Policy & Quality department of the WPI management. The D&I team consists of P&C advisors and business and data analysts. WPI has a two-person management team and 16 departments, 15 of which are operational departments. WPI has approximately 2,000 employees.
What you bring
For this position as Program Coordinator, you must have:
- At least 3 years of experience as a (policy) advisor or (program) manager in the social sector. This could be with a municipality, a consulting firm, or a social organization.
- At least 3 years of experience in administrative consulting, preferably at a municipality or a government agency.
You should have the following skills:
- Planning and organizing: Able to work in a structured manner, develop effective plans, and coordinate tasks. Also able to distinguish between main and secondary issues, break down a problem into its components, and establish logical connections between the various aspects.
- Creativity: Generates diverse, sometimes original ideas and solutions.
- Environmental Awareness: Demonstrates a solid understanding of professional, organizational, social, and political developments, as well as other environmental factors, and knows how to effectively apply this knowledge to one’s own role or organization.
- Persuasiveness: Uses personal authority to influence people and situations, with the aim of gaining acceptance and overcoming resistance.
What we offer you
As a program coordinator, you will join our team for 36 hours a week and can expect the following terms of employment:
- A gross monthly salary ranging from €5,070 to €6,682 (pay grade 12) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred.

- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan with ABP, the pension fund for the public sector and education.
- A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
- For days you work from home, you will receive a work-from-home allowance of €3 net per workday that you work from home.
- A monthly contribution toward health insurance.
- Hybrid work: In this role, you can work partly from home and partly in the office. We provide the necessary equipment to help you set up a safe and healthy workspace at home.
- A cell phone and/or laptop.
- An office space in downtown Amsterdam, overlooking the canals.
