Program Manager, Pact Zaandam-East

What will you be doing?

As a Program Controller, you are responsible for the financial oversight of the Pact ZO. You ensure the provision of reliable information, support project managers, and advise on the allocation of resources. You work closely with the municipality of Zaanstad and the finance departments of the partner organizations. This is a role that is rapidly evolving. You enjoy being a pioneer and are eager to build connections with our partners and colleagues.  

Here are a few examples of your responsibilities: 

• You will monitor the budget’s progress and the implementation of five social initiatives. 
• You will provide financial input for reports to the Executive Committee and the federal government. 
• You will assist in preparing departmental budgets and financial reports. 
• You provide advice on procurement, tendering, taxation, and grants. 
• You discuss risks and control measures with project managers and colleagues.

As a Program Controller, you will work within the Pact ZO team, a partnership between residents, schools, businesses, sports clubs, the police, housing authorities, healthcare and social services organizations, the municipality, and the national government. You will work closely with project managers, the strategy and finance advisor, and colleagues from the municipality of Zaanstad.

With your communication skills, you know how to engage people in your analyses and recommendations. You coordinate, explain, and ensure that everyone understands what is needed. You are persuasive: you are not afraid to take a stand and know how to involve others in financial decisions, even when they are complex or sensitive.

You also have:

• College or university level of work and thinking.
• Experience with complex financial structures and collaboration with multiple partners.

At the Pact Zaandam-Oost program office, where you can work 32 to 36 hours a week as a Program Controller. You’ll be working alongside enthusiastic, driven colleagues. • Between €5,268 and €7,128 gross per month (pay scale 12). Your exact salary will depend on your knowledge and experience.   
• 17.05% individual choice budget (ICB). This amounts to a maximum of €1,215 gross per month, including vacation pay. How you use it is up to you. For example, you could choose to use it for extra vacation days, training, a bicycle, or a pay raise.   
• The freedom to organize your workdays as you see fit. Your workplace? The Pact Program Office operates from various locations in the area, and sometimes from City Hall, which is located near the Zaandam train station.
• Travel expenses of €0.23 per kilometer. It doesn't matter how you travel.    
• Do you work from home? If so, you’ll receive a stipend of €3 per day.   
• A pension through ABP, a group discount on health insurance, and (partially) paid parental leave. These benefits are clearly outlined in the collective bargaining agreement.   
• A reimbursement of €168 per year to cover the cost of your health insurance.
