
One million manure transports take place each year, and they are subject to strict regulations. The Control Room plays a key role in monitoring compliance with these regulations. The Control Room is a developing team within the NVWA that focuses on collecting and analyzing data within the manure supply chain. In this way, the Control Room implements a data-driven and risk-based approach. To properly organize the Control Room team, we are seeking a Coordinating Specialist Advisor.
Due to environmental concerns and the associated risks, this issue is a major focus of political attention, both nationally and at the EU level. As a result, you won’t be handed everything on a silver platter, but will find yourself in an environment that offers plenty of room for your own input and initiative.
As a Coordinating Specialist Advisor (CSA), you are an indispensable link between the three components of the Control Room: analysis, development, and management. You coordinate the entire operation and ensure it runs like a well-oiled machine. Your goal is to use data analysis to identify current trends and developments, so that we can collectively determine the best approach to take in order to enforce regulations in a problem-driven and risk-focused manner.
To put these insights into practice, consultants and specialist inspectors on the Manure Expertise team are ready to take this forward. You will also work closely with the Control Room team manager, who maintains an external focus and is dedicated to facilitating the necessary conditions (responsible for personnel and budget).
As a CSA, you will oversee data exchange with internal and external stakeholders. Your goal is to ensure smooth collaboration with both customers and (data) suppliers to the Control Room. Customer satisfaction and supplier satisfaction are your top priorities.

As a CSA, you have a strong background in data, as you lead a self-service data team dedicated to producing high-quality data products. You are passionate about data expertise and data-driven work.
Supported by technological advancements within the Control Room, you will contribute to opportunities for modernizing oversight within the NVWA. You will create value with the team and demonstrate that value. An important part of this is managing, developing, and motivating the team members. We want to be at the forefront of data technology, and the internal “engine room” must be professionalized—this applies to the people, the resources, and the processes. As a CSA, you play a key role in this.
You will contribute to the ongoing development of the Control Room team by assisting with the further development of products, services, processes, and evaluation procedures. You will serve as a key sounding board for your manager, offering both solicited and unsolicited advice. You will contribute ideas on innovations and have a clear vision of data expertise. In addition, you closely follow developments in the field of enforcement intelligence. You strive to align these with the NVWA’s data strategy.

Individual Choice Budget You receive an Individual Choice Budget (ICB) equal to 16.50% of your gross annual salary. Leave Policies
The government offers leave policies for various situations, such as (supplementary) maternity leave (up to 5 weeks with 100% pay), parental leave (up to 9 weeks at 100% pay in the first year and an additional 75% for 4 weeks), care leave, and adoption/foster care leave.

Additional allowances and reimbursements
For some positions at the NVWA, it is necessary to work outside regular office hours or to be on call. However, this is compensated by additional allowances or reimbursements. For example, we offer an on-call and standby duty allowance and an irregular shift allowance.

The Control Room focuses entirely on collecting, preparing, and analyzing data—whether raw or otherwise—related to manure transport and other entities within the manure supply chain. This data comes from various sources (both internal and external to the NVWA). This generates new insights that enable other departments within the NVWA and RVO to determine their actions and deploy the most efficient and risk-based intervention strategies toward various target groups within the manure chain.
This requires extensive use of advanced tools such as data analytics, business intelligence applications, and, by extension, artificial intelligence. Additionally, several vital areas of expertise will need to be successfully combined. This involves combining subject matter expertise in the manure sector with expertise in data analysis/science, including the associated tools, agile working, and development.
Working within the Control Room team means being able to work independently in a dynamic environment with significant political sensitivity. The employees of the Netherlands Food and Consumer Product Safety Authority (NVWA) work hard every day to maintain that standard. Through dialogue with businesses in the hospitality sector, slaughterhouses, plant cultivation, and other producers, the NVWA monitors food and product safety, plant health, and the welfare of animals, nature, and the environment.
