Within our Safety Region, six municipalities, the fire department, medical services, the police, the Public Prosecution Service, and other public and private (safety) partners work together on risk management, fire protection, emergency response, and crisis preparedness. The six municipalities that together form the Amsterdam-Amstelland region are Aalsmeer, Amstelveen, Amsterdam, Diemen, Ouder-Amstel, and Uithoorn.
The Human Resources Department
The HR department consists of 24 professionals and plays a key role in policy development, consulting, and support. The HR department encompasses several disciplines: Policy, Consulting, Services, Career Development & Recruitment, Wellness & Health, and Occupational Health & Safety. The department is led by the HR Manager. Expertise, leadership, and inclusive behavior are the fire department’s strategic priorities. Key themes for the HR department include absenteeism, leadership development, performance and evaluation, and diversity and inclusion. Each HR advisor has their own portfolio. Due to staff turnover, a vacancy has opened for a new HR advisor.
The Advisory Team consists of five advisors, one of whom serves as coordinator. Each advisor has their own background and area of expertise. The team is currently undergoing development (both as a team and individually).
Our Work
The HR consultant’s role is wide-ranging. In addition to handling highly operational issues, there is a strong need for support and coaching among middle management.
That means that as a consultant
- We coach our managers in developing their leadership skills: you help supervisors, coordinators, and department heads grow in their management roles.
- You are effective in your advisory role. You are consistent and clear in this regard.
- Be able to engage in productive conversations at all levels (from the fire station to senior management).
- He approaches the issues from a broad perspective.
- Takes personal responsibility and actively makes use of available HR expertise and HR support.
- You are a doer and a thinker.

What are we looking for?
- A completed associate's degree in Human Resources and Labor Relations or Business Administration;
- At least 5 years of verifiable work experience in a similar position;
- Experience with project-based work;
- It's great if you're already familiar with AFAS;
- Experience in management consulting is a plus.
Terms of Employment
- The terms of employment are in accordance with the City of Amsterdam’s Legal Status Regulations (NRGA) under public law. We offer a generous pension plan through the ABP.
- The appointment is for a period of one year. If your performance is satisfactory, your appointment will be converted to a permanent position.
- Salary is determined based on education and relevant experience, up to €5,021 (pay scale 10A) based on a 36-hour workweek.
- With an Individual Choice Budget (ICB) of 17.05% of your gross salary, you are free to make choices that align with your preferences and development goals. The IKB consists of an 8.00% vacation allowance, a 6.75% year-end bonus, a 1.5% life-course savings contribution, and 0.8% of extra-statutory leave hours.
- You are entitled to 144 hours of leave based on a 36-hour workweek.
- Flexible work arrangements and working from home are negotiable.
