The position
As a Mid-Level Building Permit Officer, you will oversee more complex, sometimes politically sensitive cases. You will assess and review environmental permits, working closely with subject matter experts (such as the fire department, environmental agencies, building codes, and historic preservation) or colleagues in the relevant neighborhood. You will handle these cases independently and provide support and advice to management and the board.
Here's what you do on an average day:
- You will inform residents and business owners about the options and necessity of applying for a permit.
- You review and coordinate applications and ensure that environmental permits are processed efficiently.
- You will coordinate internally and externally with various disciplines, such as area teams, urban design, economics, urban planning, parking, and traffic. In doing so, you will also actively coordinate with supply chain partners such as Waternet, the Environmental Services Agency, the Municipal Health Service (GGD), Housing, etc.
- In cases of appeals, you clearly explain why a decision was made.
- You will advise the district organization’s area teams, the board, and (municipal) policymakers.

You will be working at the West District Office at our location at Bos en Lommerplein 250. The West District comprises the neighborhoods of Oud-West, De Baarsjes, Westerpark, and Bos en Lommer. This area is characterized by a wide variety of application types that are processed. For example, the Oud-West area is very densely populated, while in Bos en Lommer there is still plenty of potential and major projects are underway. This diversity also brings a nice variety of application types. The Building Permits team currently consists of 22 colleagues but is expanding to 24. This vacancy is therefore intended to expand the team.
The Building Permits team strikes a good balance between highly experienced colleagues and new talent, who learn from one another and assist each other as needed. Close collaboration is central, not only within the team itself but also with legal experts, regulators, and external parties. Building Permits is part of the Permits, Supervision & Enforcement Department and is represented separately in each city district. We strive for a working method that is as uniform as possible across city districts, recognizing that each district has its own unique characteristics.
What you bring
For this position as a Mid-Level Building Permit Officer, you must have:
- Has completed a technical training program, such as ABW1 or ABW2.
- At least 2 years of work experience as a building plan reviewer.
You should have the following skills:
- Judgment: Reaches a well-considered and realistic conclusion based on information and analysis of a given situation.
- Customer focus: Responds to the customer's wishes and needs.
- Analytical skills: Able to distinguish between main and secondary issues, break down a problem into its components, and establish logical connections between the various aspects.
- Decisive: Makes decisions when the situation calls for it. Takes the initiative and provides clarity.
What we offer you
As a Mid-Level Construction Permitting Specialist, you will join our team for a minimum of 32 hours per week and a maximum of 36 hours per week, and you can expect the following terms of employment.
- A gross monthly salary ranging from €3,602 to €5,313 (pay scale 10) based on a 36-hour workweek. The exact salary will be determined based on your education, knowledge, and experience.
- A one-year employment contract, with the possibility of a permanent contract thereafter, if you do not currently have an employment contract with the City of Amsterdam, or if you have only a temporary one.
- If you already have a permanent employment contract with the City of Amsterdam, you will retain it and be transferred.

- An individual flexible budget (IKB) equal to 17.05% of your salary, which you can use for things like additional pension contributions or extra days off.
- A pension plan with ABP, the pension fund for the public sector and education.
- A travel allowance of €0.10 per kilometer for travel by car, €0.15 per kilometer for travel by bicycle, and €0.21 per kilometer for travel by public transportation. This applies to a one-way commute of up to 45 kilometers and for the number of days you work in the office.
- For days you work from home, you will receive a work-from-home allowance of €3 net per workday that you work from home.
- A monthly contribution toward health insurance.
