If so, you will soon be advising your colleagues on the interpretation and application of public maritime law. The Port of Rotterdam Authority is seeking a Legal Advisor for the Harbor Master’s Division to advise on the proper execution of our public duties.
Due to its public mandate, the Port Master’s Division (DHMR) holds a special position within the Port of Rotterdam Authority. Our goal is to promote and ensure safety, sustainability, and resilience in the Port of Rotterdam for users and local residents.
DHMR has four operational departments and one staff department. The staff department consists of five teams, including the Policy, Legislation, and Enforcement team. As an advisor, you will be part of this team, which consists of fourteen colleagues. These include advisors and legal professionals working in a variety of fields. Together, we develop policy, support our operational departments, and prepare for the future. The atmosphere within our team is informal.
Within DHMR, the Policy, Legislation, and Enforcement Team serves, among other things, as the legal knowledge center for matters related to public law, criminal law, and maritime law. Some of the advisors are tasked with monitoring the legal quality of both the implementation and enforcement of public duties.
Your responsibilities will include providing legal advice on the duties and powers of the Port Master of Rotterdam, including administrative law enforcement; providing legal advice regarding the Port Master’s (cooperation) agreements; and advising on the implementation of new legislation.
You will also consult regularly with other organizations regarding how we carry out our duties. Finally, you will contribute to and provide advice on the internal regulations being developed within the team.
As a legal advisor, you are passionate about our port. You have a degree in Dutch law. In addition, you have at least four years of experience in a similar role. Knowledge of (administrative) enforcement and the drafting of regulations is a plus. You are able to quickly grasp complex legal issues, summarize them clearly, and provide advice that is clear and solution-oriented.
You have strong communication skills and advise both management and operational staff on legal matters. Finally, you are tenacious, results-oriented, and have an excellent command of Dutch and English (both spoken and written).
The starting salary depends on education and experience and amounts to a maximum of €5,532 gross per month, including a personal flex budget of 19.6%; (comprising a vacation allowance (8%), thirteenth month (8.33%), vitality allowance (2.3%), and an additional budget of (0.97%). This amounts to an annual salary based on a 36-hour workweek of approximately €66,384.
In addition, we offer a comprehensive benefits package that includes travel expense reimbursement for car or public transportation and pension contributions through the ABP Pension Fund (the Port of Rotterdam Authority operates an average-salary scheme, under which the employer covers approximately 70% of the contribution).
You will start with a one-year contract, which will be converted to a permanent position if your performance is satisfactory.
