Policy Developer, Data Availability & Network Care

How you make a difference

As a Policy Developer for Data Availability & Network Care, you will develop and monitor long-term plans and strategies in this area. You understand that the healthcare system can only be future-proof if healthcare providers efficiently share data and have access to it for the purpose of delivering care within networks.

You will design appropriate, cross-sector funding models. Examples include integrated and regional funding for collaborative organizations (RSOs). You will ensure that these models are actually implemented. You will identify the obstacles in current funding structures and overcome them. You will do this not only within VGZ, but also at the national level.

As a Policy Developer, you have a strong focus on the tactical level. You represent VGZ in our core regions at the administrative level and within national groups (such as the Ministry of Health, Welfare and Sport, the Dutch Healthcare Authority, the Dutch Healthcare Association, and Cumuluz). You are our subject matter expert and representative. You translate strategic frameworks into actionable policy. In doing so, you continuously monitor whether the policy aligns with the needs and context of our core regions.

In transformation projects, you analyze the strategic implications. You encourage innovation and collaboration among healthcare providers, funders, and other stakeholders. In doing so, you always take into account the sustainable implementation of network-based care and data-driven practices. You serve as a connecting link. You facilitate knowledge exchange, field acceptance, and the implementation of integrated funding. You do this, among other things, through active involvement in regional networks.

The team

Fortunately, you won’t be doing all this on your own. You’ll be part of the Healthcare Policy Department, where you’ll work closely with a multidisciplinary transformation team of experts in data availability and networked care. With this team, VGZ is positioning the transformation to excel in the areas of data availability and networked care.

You will work on a daily basis with colleagues from Healthcare Procurement, Innovation, Medical Advisory Services, Data Science, and Legal Affairs. Externally, you will collaborate with stakeholders in the healthcare sector, regional networks, national programs, and regulatory agencies.

In addition, we offer you:

• a salary between €5,067 and €7,237 gross per month based on a 38-hour workweek (Pay Scale I of the VGZ Collective Bargaining Agreement );
• vacation pay (8%) and a thirteenth month's salary (8.33%);
• the flexibility to work from home. You’ll work in the office at least one day a week. Working from home is an option, and we’ll provide you with a workplace that meets health and safety standards;
• a monthly net allowance of €40 for home internet;
• If you work 38 hours a week, you receive 208 vacation hours per year. If you want more vacation hours, you can easily purchase them through the Flexible Benefits Plan;
• an employer contribution of €60 gross per month toward your VGZ health insurance;

What you bring to the table

You are someone who spots opportunities before others even notice them. You quickly identify what needs to be done and take immediate action to bring about change. You understand the connection between policy, funding, and implementation. In doing so, you work in a structured manner to develop long-term solutions.

You build and maintain strong, lasting relationships, both within VGZ and beyond. You understand the interests and the stakeholders involved. This enables you to bring the right people together at the right time. In this way, you foster genuine commitment to our shared vision of keeping healthcare accessible.

In addition, you have:

• knowledge and experience with healthcare financing;
• extensive knowledge and experience with data availability in the healthcare sector;
• knowledge of relevant laws and regulations (WEGIZ, EHDS, NIS2, ZVW, WLZ);
• knowledge of national data availability programs (LDN, Cumuluz, NVS, TWINN, Medmij, etc.);
• Experience in facilitating and guiding administrative consultation structures in the healthcare sector, in close collaboration with the Ministry of Health, Welfare and Sport (VWS), the Dutch Healthcare Association (ZN), Nictiz, and the Dutch Healthcare Authority (NZa).
