We are looking for a total of two new colleagues to join our North & East team (Zwolle office) and our West team (Utrecht office).
This is a high-level multidisciplinary position within the NVWA-IOD’s investigative teams. The IT Audit Investigator is deployed in complex criminal investigations to uncover the truth. You will contribute to the investigation by applying your knowledge of financial flows, goods flows, and communication flows, as well as how these are recorded in IT systems. On the one hand, by conducting your own investigations, for example in databases of business systems, and on the other hand, by using your knowledge to assist your colleagues with their part of the investigation—for instance, by helping the financial investigator gain insight into criminal assets through analysis of digital financial records and cryptocurrency investigations.
The IT Audit Investigator plays an advisory role regarding the investigative approach to the digital component of the criminal investigation. Mapping an organization’s information landscape is a key task for the IT Audit Investigator. It is becoming increasingly possible to track people, goods, and finances online. The IT Audit Investigator knows which information is useful, how to collect it responsibly, how to establish links with other sources, and how to analyze large amounts of data. Knowledge and experience with databases and SQL, such as Microsoft SQL Server, and data analysis packages such as Arbutus, ACL, iDea, and Easy2analyse are desirable.
The role of IT Audit Investigator lies at the intersection of operational analysis, financial expertise, and forensic IT, serving as a bridge so that the various areas of expertise reinforce one another and thereby contribute to the efficiency and effectiveness of investigations within the NVWA-IOD.
In addition to the necessary technical and financial expertise, the IT Audit Investigator also possesses the appropriate communication and advisory skills.

Individual Choice Budget
You will receive an Individual Choice Budget (ICB) equal to 16.50% of your gross annual salary. You can choose to have your ICB paid out, for example, monthly or annually, or you can use it to purchase additional leave hours. In addition, you can use your IKB to purchase a (electric) bicycle for commuting tax-free, set up your home office, pay off your student loan with tax benefits up to a maximum of €2,000 per year, or even make your home more sustainable. Vacation days
If you work 36 hours a week, you are entitled to 144 vacation hours and 64 IKB leave hours per year. Do you work more or fewer hours? In that case, these hours are calculated proportionally. And if you don’t need as much vacation time? Then you can also choose to have your 64 IKB leave hours paid out or added to your IKB saved leave.
Travel Expense Reimbursement
You will receive a commuter pass that allows you to travel by train in second class for your commute. Do you bike to work? If so, you will receive a travel allowance of €0.21 per kilometer cycled.
If you work in a field-based role, you are often eligible for an electric company car. You may also use this vehicle for personal purposes, subject to the additional tax liability and a personal contribution.
Leave Policies
The government offers various leave schemes for different situations, such as (supplementary) maternity leave (up to 5 weeks with 100% pay), parental leave (up to 9 weeks with 100% pay in the first year and an additional 75% for 4 weeks), care leave, and adoption/foster care leave.

Additional allowances and reimbursements
For some positions at the NVWA, it is necessary to work outside regular office hours or to be on call. However, these requirements are offset by additional allowances or compensation. For example, we offer an on-call and standby duty allowance and an irregular shift allowance.

You will be working in the Intelligence and Investigation Service (IOD) division. The IOD is one of the four Special Investigation Services (BOD) in the Netherlands and conducts criminal investigations across all areas of the Netherlands Food and Consumer Product Safety Authority (NVWA). The IOD employs 180 colleagues, divided across two departments and eleven teams.
The Investigation Department consists of seven teams: five Investigation teams in Eindhoven, Wageningen, Zwolle, and Utrecht, the Expertise team, and the Digicluster team, both in Utrecht. Each team has a team leader. The department is led by the Head of the Investigation Department, who, together with the Head of Intelligence & Strategy and the Director of NVWA-IOD, forms the IOD Management Team.
Criminal investigation as an enforcement tool is one of the instruments the NVWA uses to improve compliance across a wide range of domains. We are here to tackle serious, often supply-chain-related and cross-border, fraud and other criminal activity within the NVWA’s domains. From our independent position, supported by in-depth knowledge and the ability to utilize (special) investigative powers, we are an indispensable link in enforcement for the NVWA and its partners. We are visionary and decisive in our approach to fraud from a broad perspective, with a focus on effective intervention that maximizes societal impact.
This involves close collaboration with other divisions of the NVWA (in particular the Inspection Division), the Public Prosecution Service (OM), other special investigative services (BODs), the National Police, and investigative services and authorities abroad, whether or not through Europol and the European Public Prosecutor’s Office (EPPO).
In the Netherlands, we take it for granted that the products we use and everything we eat is safe. That animals are treated well, even if they are destined for slaughter. We want to be able to consume fruits and vegetables without a second thought, and we assume other products are “naturally” safe as well. We want to be able to walk in nature without worry and buy toys for our children without suspicion. As consumers, we simply rely on that; to us, it goes without saying.
But we sometimes forget that companies work hard every day to maintain those high standards. That it isn’t always easy for businesses to comply with all applicable laws and regulations. We also forget that the government oversees this. Safety sounds so simple, but it isn’t.
What does the NVWA do?
The employees of the Netherlands Food and Consumer Product Safety Authority (NVWA) work hard every day to maintain that standard. Through dialogue with businesses in the hospitality sector, slaughterhouses, plant cultivation, and other producers, the NVWA monitors food and product safety, plant health, and the welfare of animals, nature, and the environment. All in accordance with national and international laws and regulations. We operate on a basis of trust, but we take firm action against businesses that do not take these matters seriously. In the interest of society.
We closely monitor where the greatest risks lie and where oversight is most urgently needed, so that we can inform consumers and others in a timely manner. The NVWA also plays a key role in export inspections and the import of products into Europe.
