About the SER
The Social and Economic Council (SER) advises the government and parliament on the broad outlines of socio-economic policy. The SER also performs administrative tasks. Independent members appointed by the Crown, employers, and employees work together within the SER. The secretariat has a staff of approximately 140 full-time equivalents. As of September 16, the SER has a new chair: Kim Putters.
About the HR Department
The HR department currently consists of four employees—and will have five after you join: a team leader, two consultants, and two assistants. Together, we are responsible for day-to-day operations and the development and implementation of HR policy across the board. At the strategic, advisory, and operational levels, we handle a wide range of HR topics, such as hiring, career progression, and turnover, training and development, disability leave, employment terms and conditions, working conditions, job evaluation, sustainable employability, and diversity & inclusion.
What will you be doing?
As an HR Advisor at the SER, you will deal with all aspects of the HR profession. You will serve as the direct point of contact for several departments. In this role, you will advise, inform, and support managers and employees on all HR-related matters. You will also ensure the proper implementation of HR policies and the correct application of employment terms and conditions. You will also take on various HR projects and work on the development of HR processes and policies. To this end, you will monitor and analyze current developments in the field as well as new or amended laws and regulations, and translate these into implications for the organization. You will divide these tasks in consultation with the team leader and the other HR advisor.
Who are you?
- You should preferably have completed an HR program at the associate degree level or higher.
- You have at least several years of HR experience at both the operational and strategic levels.
- Strong advisory skills, a proactive attitude, problem-solving abilities, attention to detail, and excellent written and verbal communication skills are qualities you identify with.
- You are approachable to all employees within the SER and enjoy working as part of a team.
What do we offer?
You will be working in a broad HR role within a professional department that has an informal work atmosphere. This is a 32-hour-per-week position, initially for one year. The contract may be extended based on performance. At the SER, we follow a hybrid work model: we work both from home and in the office.
The position comes with a great benefits package:
- 30 days of vacation per year based on full-time employment.

- Vacation pay (8%) and a year-end bonus in December (8.33%).

- A good pension plan with the ABP, where the SER pays two-thirds of the premium.
- If you work from home, you will receive a work-from-home allowance of €2 per day.
- Commuting by public transportation is reimbursed at 100%; the reimbursement rate for non-motorized transportation is €0.19 per kilometer.
- The salary depends on your knowledge and experience and ranges from a minimum of €3,765 to a maximum of €4,949 gross per month based on full-time employment.
- The SER collective bargaining agreement applies.
