Doctors of the World is part of the international medical network Médecins du Monde and operates in more than 70 countries, in addition to the Netherlands.
Our organization relies on dedicated volunteers, staff members, and members. In the Netherlands, we have a team of 55 paid staff members and over 300 volunteers.
Operations Team
The HR Officer position is part of the friendly and professional Operations team, which includes not only HR but also the functional areas of Finance, IT, and Office Management. The Operations team consists of seven people; you will work closely with the two experienced HR advisors.
Purpose of the position

Doctors of the World is currently undergoing significant growth and expansion. This requires a robust HR organization that can support these changes. As HR Officer for Recruitment & Volunteers, you will be the organization’s first point of contact for HR-related questions from and about volunteers and recruitment, and you will handle a large portion of our HR administration in collaboration with the HR Advisors.
The objective can best be described as recruiting, supporting, and helping to retain staff and volunteers within Doctors of the World, and implementing the volunteer policy in order to achieve the goals set by Doctors of the World.
Recruitment and Hiring
- You will coordinate the timely and accurate recruitment and selection process for both paid staff and volunteers, and, together with Program Staff and/or the HR Advisor, draft and post job listings in accordance with the volunteer and hiring policies.
- You are the first point of contact for our volunteers and job applicants; you provide a warm welcome.
- Together with the Program Staff, you will ensure the optimal deployment and retention of volunteers.
- You are responsible for ensuring accurate onboarding processes and maintaining an up-to-date database. Your duties include preparing the necessary documents, such as the Certificate of Good Conduct, Volunteer Agreement, Contracts, and BIG registration.
Staff and Community Management
- You help create an environment where everyone feels valued, engaged, and motivated, and you advocate for the interests of volunteers within the organization.
- You will coordinate regular meetings with the Program Staff regarding volunteers—both in group settings and one-on-one—to discuss and implement volunteer policies, including recruitment, community activities, and process improvements.
- You will keep the personnel records in order and ensure a complete and accurate administrative overview of active volunteers.
- You will assist in developing procedures, templates, and work instructions, and identify opportunities and risks related to volunteer work, including quality procedures for recruitment and selection (BIG registration) and the proper application of the GDPR.
HR Process and Project Management
- You identify areas for improvement in both your own work processes and those of the department, and actively contribute to optimizing HR processes by identifying bottlenecks and proactively suggesting improvements.
- You will contribute to various HR projects, including several digitization projects.
Profile

- You have a high school diploma or equivalent and a background in HR or recruitment. Experience with volunteer management is a plus.
- You are culturally sensitive, a good listener, and a natural connector with strong social skills. You connect easily with others and are skilled at interacting with a diverse range of people. You also work well with your team members and other teams, as well as with groups and volunteers.
- You have strong organizational and administrative skills, maintain a clear overview, and keep a close eye on timelines. You know when to handle tasks independently and when collaboration is needed.
- You identify bottlenecks and proactively suggest improvements.
- You're good at adapting to changing circumstances.
- You have strong verbal and written communication skills in Dutch and English.
What do we offer?
- A position on a growing team within a dynamic and inclusive organization that is deeply rooted in the community. A partially hybrid work arrangement is an option.
- A 12-month temporary employment contract with the possibility of extension.
- A gross monthly salary ranging from a minimum of €3,064.83 (step 1) to a maximum of €3,744.35 (step 10), based on a full-time position of 40 hours per week. This is in accordance with scale 4 of our salary schedule. Salary placement is determined based on knowledge, experience, and an internal benchmark. Further career advancement is possible.
- 30 days of vacation per year for full-time employees.
- A non-contributory pension.
