More person, less patient. That is what the Dutch Patient Federation stands for. Together with our members, we advocate for people who need care, now and in the future. So that people can choose and receive the care that best suits them. We develop policies and influence those of other organizations and decision-makers. We ask how people experience healthcare. And based on that, we make their voices heard in doctors’ offices, in politics, and in the news. You contribute directly to that.
The Dutch Patient Federation represents more than 200 patient organizations. Approximately 75 people work at our office in Utrecht.
We are looking for a
HR Manager
(28–32 hours per week; a job-sharing arrangement is possible).

As an HR manager, you serve as a resource, advisor, and sounding board for both management and employees. They can turn to you for guidance on a wide range of HR topics, ranging from training and development to (long-term) absenteeism, and from recruitment and selection, collective bargaining agreements, and legislation to onboarding, career progression, and turnover. From payroll (administration) to occupational health and safety issues: essentially all facets of the HR field. You keep existing HR policies up to date and develop new policies where necessary. You know what’s going on in the organization and know the people. You also develop new HR services and products, both proactively and when the organization requests them, or in response to changes in laws and regulations.
You will receive administrative support from the executive secretary. However, you are our sole HR expert.
Your immediate supervisor is the managing director.
You are an HR manager with a passion for people and advocacy. After all, that is what our organization stands for. Incidentally, this position can also be filled as a shared role by two people.
Ideally, you have experience working in a smaller organization, where you are essentially responsible for all aspects of HR operations. You handle change well. You are decisive and tactful, yet you are not afraid to offer constructive criticism. You are constantly striving to develop yourself further to achieve even more in your work. You can operate effectively at various levels (operational, tactical, strategic). You want to help build a cohesive, evolving organization where a human touch is the norm. You are customer-focused, flexible, and capable of addressing a wide range of HR issues from a broad perspective.
Knowledge of the Social Work Collective Bargaining Agreement and experience working in an advocacy organization with highly educated staff are a plus.
You’ll be joining an organization where, as mentioned earlier, employees are engaged and driven by the work itself. And on top of that, they simply enjoy their work. They’ve indicated that they’re happy with their managers. They perceive our organization as emotionally safe. And the extent to which they recommend their employer is significantly higher than the average in the Netherlands. This is evident from the employee satisfaction survey we had conducted this spring. We’re incredibly proud of that! But such a survey is just a snapshot. The challenge is to maintain this. Workload, collaboration between teams, and development opportunities could still be improved, according to our colleagues. This presents a great challenge for our new HR manager to tackle.

We offer flexible working hours. We work partly at the office in Utrecht and partly from home.
Depending on your education and experience, the salary is up to €5,845.00 gross per month for a 36-hour workweek (Social Work Collective Bargaining Agreement, Scale 11). You will receive a one-year employment contract with the possibility of renewal.
The Dutch Patient Federation offers attractive employment conditions, including an Individual Choice Budget (IKB) and a career budget. The IKB provides you with a budget that you can use as you see fit—either to receive a cash payment or, for example, to purchase additional leave hours.
We adhere to the Social Work Collective Bargaining Agreement. Under the terms of the agreement, you will be enrolled in the Healthcare and Welfare Pension Fund.
