About the SER

The Social and Economic Council (SER) advises the government and parliament on the broad outlines of socio-economic policy. The SER also facilitates agreements and covenants and performs administrative tasks. Independent members appointed by the Crown, employers, and employees work together within the SER. The secretariat has a staff of approximately 140 full-time equivalents.

About the People & Organization Department

The M&O department currently consists of four employees—and will have five after you join: a team leader, two consultants, and two assistants. Together, we are responsible for day-to-day operations and the development and implementation of HR policy across the board. At the strategic, advisory, and operational levels, we handle a wide range of HR topics, such as recruitment, career progression, and turnover; training and development; disability; terms of employment; working conditions; job evaluation; sustainable employability; and diversity & inclusion.

What will you be doing?

As an HR Advisor at the SER, you will deal with all aspects of the HR profession. You will serve as the direct point of contact for several departments. In this role, you will advise, inform, and support managers and employees on all HR-related matters. You will also ensure the proper implementation of HR policies and the correct application of employment terms and conditions. You will take on various HR projects and work on the development of HR processes and policies. To this end, you will monitor and analyze current developments in the field as well as new or amended laws and regulations, and translate these into implications for the organization. You will divide these tasks in consultation with the team leader and the other HR advisor.

What do you bring to the table?

  • You have completed a degree in human resources at the associate’s degree level or higher.
  • You have at least several years of HR experience at both the operational and strategic levels.
  • You have well-developed analytical skills, which enable you to approach complex situations from different angles, identify connections, and distinguish between main and secondary issues.
  • When implementing HR policy, you are able to win over both managers and employees, even in difficult situations.
  • You approach interactions with employees with empathy, which makes them feel comfortable expressing themselves and sharing their stories.
  • You have a customer-focused approach. This means that you proactively collaborate with managers and employees and come up with appropriate suggestions on your own initiative.

What do we offer?

You will be working in a broad HR role within a professional department with an informal work atmosphere. This is a 32–38-hour-per-week position, initially for one year. The contract may be extended based on performance. At the SER, we follow a hybrid work model: we work both from home and in the office.

The position comes with a great benefits package:

  • The salary ranges from a minimum of €4,111 to a maximum of €5,403 gross per month based on full-time employment.
  • Vacation pay (8%) in May and a year-end bonus (8.33%) in December.
  • With supplemental partner leave, your salary is topped up to 100%; with paid parental leave, it is topped up to 80%.
  • 30 days of leave per year based on full-time employment. If you opt for accrued leave, you will receive 43 days of leave per year (full-time employment).
  • To encourage community involvement, you are entitled to 8 hours of leave per year to do volunteer work.
  • The option to swap King’s Day or Christian holidays for commemorative days and holidays that are important to you.
  • In addition to a general training budget, each employee has a personal development budget of €500 per year. We also offer a variety of in-house courses and training programs.
  • A pension plan with the ABP, under which the SER pays two-thirds of the premium.
  • You will be provided with a laptop and a phone on loan. To set up a proper home office, you can receive home office equipment on loan (e.g., a desk, chair, monitor).
  • On days when you work from home, you will receive a work-from-home allowance of €3 per day.
  • Commuting by public transportation is reimbursed at 100%; the reimbursement rate for non-motorized transportation is €0.19 per kilometer. For sustainability reasons, we do not offer reimbursement for motorized transportation.
  • The option to take out an interest-free loan to purchase an (electric) bicycle.
  • The SER collective bargaining agreement applies.
