Do you want to apply your security expertise where it really matters? At an organization that plays a crucial role in the European economy, you’ll work on the front lines of information security within a complex IT landscape. You’re the one who sets the direction, develops policies, and evaluates implementation—not the one pulling the strings. In an environment where Agile and DevOps are the norm, you ensure that security is integrated from the start and continuously improved.
You’ll have the opportunity to actively shape the Zero Trust philosophy and play a leading role in securely designing our network of the future. With your strategic insight and up-to-date knowledge of threats, you’ll ensure that our IT environments are not only secure but also resilient in the face of future challenges.
What will you be doing?
No one can fool you when it comes to the security of a network or Windows environment, but you know how to stay in control so you can keep track of everything. Let someone else handle the technical details so you can develop policies and evaluate their implementation. You operate from a second-line role: subject matter expertise is essential, but you’re not the one doing the hands-on work—you’re the one who sets the direction, monitors, and ensures compliance.
As a Cyber Security & Risk Officer – Network & IAM, you are an indispensable member of our teams responsible for Generic IT Services. You are responsible for ensuring the security and integrity of our workstations, firewalls, connectivity, and Azure Cloud environment. You work closely with our Network, IAM, and Workstation teams to develop and implement security strategies that meet the highest standards.
You’ll be working in a dynamic environment where we primarily follow Agile and DevOps principles. This means you’ll need to adapt quickly, contribute ideas during sprints, and ensure security in a constantly evolving infrastructure. Thanks to your strategic insight and practical approach, you’ll ensure that security measures are not only followed but also continuously optimized.
Together with the team, you’ll work to keep our organization’s digital infrastructure secure and take it to the next level, staying up to date on the latest threats and trends in your field.

- At HbR, we embrace the Zero Trust philosophy; for this reason, you have in-depth knowledge of Zero Trust and know how to apply this knowledge to implement effective measures within network and cloud solutions wherever possible.
- In addition to general knowledge and experience with infrastructure in complex IT/OT environments, you are familiar with zero-trust concepts such as SASE and ZTNA connectivity.
- You have a keen understanding of complex security issues and know how to translate and communicate them in a risk-based manner to network and cloud teams.
- Excellent command of the Dutch language.
- You must have at least a demonstrable college-level education and way of thinking, preferably in the field of Information Security or Business Information Systems.
- You have at least 10 years of demonstrable relevant experience in a similar role within a complex environment, as well as the ambition to further develop your skills in your field, as evidenced by relevant certifications.
- You have knowledge and experience in handling security incidents and are willing to participate in on-call duty.
Skillswe consider essential for success in this role:
- Customer focus: You are able to put yourself in the customer’s shoes. You maintain open communication with the customer and are clear about mutual (realistic) expectations and the current status of the matter. You understand that you represent the Port Authority and conduct yourself accordingly.
- Influencing: You are able to effectively summarize others’ messages. You tailor your narrative and reasoning to the level and interests of the person you are speaking with. You are enthusiastic and use compelling examples and arguments. In addition, you are attentive to others’ reactions and emotions during conversations.
- Results-oriented: You assess the situation and know what needs to be done at that moment. You don’t wait for instructions, but take the initiative and get to work right away. You work efficiently and accurately, focusing on preventing errors in order to achieve the set goals.
- Problem-solving skills: You evaluate information for completeness and reliability. You analyze large amounts of information to identify potential causes of a problem. Drawing on your expertise and experience, you are able to anticipate potential consequences and identify critical issues. You are open to new ideas and use them to further strengthen your problem-solving skills.
An integrity check, a security check, and online screening are part of the selection process.

We believe that diversity and inclusion make our employees and our organization even better. That’s why we create a safe, trusting environment where we inspire, support, and learn from one another. Together, we discuss what you need to learn and perform at your best. And we don’t just talk about it—we turn these discussions into concrete actions. By recruiting based on competence, we are committed to offering equal opportunities to you as a job applicant.
But let’s be honest: we’re not quite where we want to be yet. We want to keep working hard on this together with you so that you and all your (future) colleagues feel at home within our organization.
