The Province of Utrecht is seeking a Job Agreement Coordinator who will help foster an inclusive workforce, enable candidates to participate in the labor market on a long-term basis, and thereby make a direct social impact.

As Job Agreement Coordinator, you will connect candidates, teams, and policy, and ensure the sustainable placement and support of individuals listed in the Target Group Registry.

As the Jobs Pact Coordinator, you will be the driving force behind the implementation of the Jobs Pact within the Province of Utrecht. Specifically:

  • You will coordinate the recruitment, matching, and placement of employees from the Target Group Registry. You will proactively assess the candidate’s talents and focus on what is possible.
  • You organize and provide appropriate on-the-job support through buddies, training, job coaches, and workplace accommodations.
  • You will identify promising job openings in collaboration with both internal teams and external partners; you will work with the organization to create an internal pool of job openings and ensure that it remains up to date. In doing so, you will apply job carving or task redistribution as needed to ensure that jobs are a good fit.
  • You will initiate, maintain, and coordinate collaboration between candidates, teams, managers, job coaches, external partners (UWV/WSP, staffing agencies), and other relevant stakeholders.
  • You will be responsible for monitoring: you will collect quantitative and qualitative data on enrollment, retention, satisfaction, and effectiveness. In collaboration with the policy advisor, you will provide input for improvement proposals.
  • You provide advice on and manage the financial framework: budgets, the use of programs (such as wage subsidies, no-risk policies, and workplace accommodations), and the allocation of resources to facilitate new placements.
  • You will increase the visibility of inclusive employment practices both within and outside the organization through communication, presentations, and sharing success stories.

In addition to challenging work and great coworkers, we offer you:

  • A one-year temporary employment contract for 32–36 hours per week, with the possibility of a permanent position. We have a one-month probationary period.
  • A salary ranging from €3,791.58 to €5,340.57 gross per month based on a full-time position of 36 hours per week (pay grade 10).
  • An Individual Choice Budget of 22.37% on top of your monthly salary, which you can use for things like extra time off, education, or a higher salary.
  • A personal budget for sustainable employability of €6,000 every five years. You can also take advantage of our internal training programs offered by the UtrechtAcademie.
  • A good pension plan with ABP.
  • If you work full-time with us, your workweek is 36 hours and you are entitled to 18 days of vacation. You can also work more hours, in which case you’ll accrue additional compensatory time off. You are able to collaborate effectively at all levels of the organization. You build support, motivate people, and ensure that processes run smoothly. You have strong analytical skills and a keen understanding of organizational dynamics, which enables you to connect with stakeholders. You are an experienced professional in the field of inclusive employment and job coaching who enjoys helping others translate policies and agreements into tangible results in the workplace. Additionally, you bring the following:

  • College-level work and thinking skills, experience in job coaching or the inclusive job market.
  • Knowledge of target groups such as Wajong, WSW, and the Job Agreement.
  • Familiar with relevant regulations and grant opportunities (UWV, municipalities).
  • Experience in placing and supporting people with disabilities.

Where will you be working?

You will be part of the People & Organization (P&O) team within the HR Advisory cluster. You will work alongside recruitment and selection consultants, policy advisors, HR advisors, team leaders, the Occupational Health and Safety Coordinator, and external partners such as the WSP/UWV, job coach networks, and educational institutions. You will serve as the central point of contact for both management and employees listed in the Target Group Registry.
