Policy Officer / Account Manager 
32 to 40 hours | Pay Grade 11 | Fixed-term contract with the intention of making it permanent

What will you be doing?

In this role, as an account manager, you will play a versatile role in collaborating with our partners and your internal colleagues on mobility issues.

You will be tasked with strengthening the network organization that is the province of Utrecht and leveraging it to achieve our accessibility goals.

In this way, you contribute (both when asked and on your own initiative) to making the most of such administrative consultations and to achieving our broader goals and advancing the mobility agenda. You invest in relationships with Utrecht’s municipalities and partnerships, as well as with colleagues internally, and proactively seize opportunities to take (regional) collaboration to the next level. You do this together with enthusiastic and driven colleagues both within and outside the team.

Examples of topics you'll encounter:

  • You will represent the province in current, complex, and politically sensitive mobility initiatives involving municipalities, regions, the national government, and other partners.
  • To this end, you will gather input within the department, identify opportunities and challenges in our collaboration with our partners, share these insights with your colleagues, and provide recommendations to the director. 
  • You will coordinate the domain’s input for administrative meetings and working visits.
  • You will oversee the full scope of the provincial initiative and the role that accessibility plays in it. You will collaborate with our partners and our network at the regional and national levels.
  • You keep track of local, regional, and national developments and easily translate them into provincial and accessibility challenges.
  • You will be responsible for the administrative decision-making process, including drafting the relevant proposals.
  • You are the expert in all matters related to collaborative projects, and you assist colleagues in setting them up in a legally sound and appropriate manner, including by developing templates.
  • You will work with other colleagues to conduct accessibility assessments and studies for municipal land-use plans and related activities.
  • You may be involved in ad hoc projects and processes related to the accessibility program, implementation programs, grant regulations, and domain and organizational development (for example, in the areas of participation, integration, etc.).

Who are we looking for?

Job Requirements

  • A completed associate’s or bachelor’s degree (e.g., public administration, administrative law, political science).
  • Demonstrable expertise and at least 2 years of professional experience in developing and implementing recommendations, as well as advising management and the board (both verbally and in writing).
  • Demonstrable work experience within a government organization, such as a provincial or municipal government, and an understanding of how public administration, the provincial organization, and the associated decision-making processes function.

  • a one-year fixed-term employment contract for 32 to 40 hours per week, with the possibility of a permanent position;
  • a salary ranging from a minimum of €3,935.54 to a maximum of €5,564.56 gross per month, based on a full-time position of 40 hours per week (pay grade 11);
  • an Individual Choice Budget of 22.37% on top of your monthly salary, which you can choose when to receive;
  • 18 vacation days plus a generous ATV scheme offering up to 25.5 additional days off based on full-time employment;
  • a solid pension plan;
  • a personal development budget of €5,000 every five years;
  • the opportunity to develop yourself through the courses offered by the UtrechtAcademie.

In this endeavor, the province plays an executive, regulatory, promotional, and coordinating role. We serve as both road authority and regional coordinator, tailoring our approach to the situation. We focus on connecting and strengthening networks and responding to supply and demand.

Expert Team 2

This team consists of about 30 colleagues who are working on this strategic accessibility project within the province of Utrecht, where we collaborate with our partners to achieve a good balance between housing, employment, and accessibility.
